About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Position is being filled at the GG-9/11 target GG-11 level. Duties described reflect the full performance GG-11 level. Duties will be performed in a developmental capacity under close supervision.

Duties

Serves as primary point of contact for selected cybersecurity areas such as compliance of PKI Tokens, management of the Army Training and Certification Tracking System (ATCTS), Assist with developing, interpreting, evaluating, and implementing Cybersecurity procedures and establishing an operational framework for security programs May serve as an appointed member of the RNEC Incident Response Team (IRT) responding to, analyzing, and investigating possible network security incidents and technical vulnerabilities Provide guidance and instruction to users, staff, and tenant IT personnel on how to properly respond to, mitigate and correct security violations and vulnerabilities. Assist in developing local cybersecurity policies and procedures. Support the risk management program and eMASS, by participating in risk analyses on information systems (ISs), software, hardware, procedures, personnel, and physical security and assists organizations with implementation of countermeasures. Assist with review of all ISs and/or networks to ensure authorizations approved.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Position Sensitivity: Noncritical Sensitive; Security Access: Secret.
  • The incumbent must obtain and maintain at a minimum a Secret security clearance based on a Tier 3 Background Investigation. Failure to do so may result in separation for the efficiency of the Federal service.
  • This position requires at least Basic Proficiency Level training and certification IAW DoD Manuals 8140.01 and 8140.03 within nine months of appointment.
  • Overtime and on-call duty may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
  • May be required to perform 24/7 shift work in support of operational IT related mission/after duty hours on call/emergency requirements. Subject to callback requirement to report to duty within 2 hours of notification due to mission requirements.
  • Employee must possess a valid motor vehicle driver’s license.
  • Teleworking Eligibility is on a case-by-case scenario.
  • Position requires lifting of up to 20 pounds.

To qualify based on your experience, your resume must clearly describe the following quality experience for the GG-2210-09: assisting in the remediation of vulnerabilities found on the network during scanning; applying patches or windows updates on workstations, laptops or servers; installing hardware, operating systems or software for an organization, and providing guidance and instruction to personnel on how to properly respond and correct security violations/vulnerabilities. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work independently that rarely requires editing or review by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions, or complaints and providing support and guidance to customers on non-routine issues; serving as a primary resource for customers, requesting assistance with complex issues when necessary; and participating in meetings and providing advice to customers in own area of expertise. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: expressing facts and ideas in a clear, concise, convincing, and organized manner; clearly conveying moderately complex ideas, concepts, and information to customers; exhibiting active listening by demonstrating understanding of audience comments and/or questions. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives; recognizing and taking action to address non-routine problems; soliciting feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions; seeking supervisory review where appropriate. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, two full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. Education

To qualify based on your experience, your resume must clearly describe the following quality experience for the GG-2210-11:

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
