Duties

You will oversee the Installation's Air Compliance Program ensuring adherence to permits and regulations. You will be the Subject Matter Expert to provide technical guidance and identify, recommend and initiate corrective actions for noncompliance with air quality standards. You will prepare emission inventories and compliance reports for environmental standards. You will interpret data and develop methods to mitigate environmental hazards. You will effectively communicate air quality information to internal and external stakeholders. You will manage permits related to air pollution sources. You will participate in audit team visits to identify all environmental deficiencies and assist the activity in identifying corrective measures and projects for eliminating the deficiencies. You will effectively contribute to Oil or Hazardous Substance Spill Preparedness or Response in relation to spill containment, mitigation, and cleanup.

Specialized experience must demonstrate the following: 1) Conducting air quality assessments, emission modeling or implementing air pollution control measures necessary for eliminating emissions of ozone depleting substances (ODS); 2) Managing permits to construct and operate air pollution sources in compliance with federal, state, and local air quality regulations, such as the Clean Air Act; 3) Planning, coordinating, and conducting environmental compliance surveys and audits of activities and their operations to investigate compliance with applicable standards; 4) Performing detailed facility inspections and monitoring, and conducting personnel interviews to assess environmental compliance and identify deficiencies; 5) Contributing actively in response to Oil or Hazardous Substance Spill Preparedness or Response, involving spill containment, mitigation, and cleanup.; and 6) Interpreting and applying relevant regulations when reviewing construction project designs and providing comments to provide efficient, cost effective and environmentally compliant facilities. For the 0819 Professional Environmental Engineering Series:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. A combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

At the GS-11 grade level: Applicants that do not meet the specialized experience as described above may qualify with education or a combination of experience and education, as follows:

Ph.D. or equivalent doctoral degree;
or
3 full years of progressively higher level graduate education leading to such a degree;
or
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
