You will serve as an EQUIPMENT SPECIALIST in the Source Development Division of the Engineering and Product Support Department, NAVSUP WSS, Philadelphia, PA. .
Duties
You will perform the Source Approval Request review process for flight critical items, Requests for Engineering Support, updating necessary files, and preparing correspondence documenting findings and status of review.
You will lead a team of NAVSUP WSS Phila and Fleet Readiness Center (FRC) personnel in the performance of site surveys and First Article Test reviews (such as First Piece Layouts) and Production Lot Test reviews conducted at contractors facilities.
You will attend progress reviews, making decisions relative to contractor performance and providing input to the contracting officer.
You will provide technical guidance and direction as required to journeyman level and junior team members for the execution of full screen reviews, the development of Source Approval Request (SAR) packages and requests for engineering support.
You will conduct external conferences and visits to contractor facilities to evaluate contractors capabilities to produce complex aircraft equipment under second sourcing review.
You will be responsible for the development and project management of innovative approaches to perform second sourcing for the highly complex Avionic/Electrical systems and its components.

Qualifications
Your resume must demonstrate at least one year of Equipment Specialist experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Thorough knowledge of NAVSUP WSS Phila source development procedures and familiarity with procurement policies and practices to provide prospective contractors with the information they require to become qualified sources of supply or repair, to coordinate the efforts of various teams within the division, and to be responsive to the requirements of inventory management and procurement personnel; 2) Interpret, identify, and analyze processes and material requirements found within technical data packages and to verify that processes used in manufacture of airframe systems are in compliance with contractual requirements.; 3) Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. 4) Extensive, workable knowledge of project management techniques, (such as Plan of Action and Milestones, GANT charts, PERT charts, Microsoft applications including Word, Excel, and Power Point) to implement these techniques to ensure effective and efficient management of various second sourcing programs assigned; 5) Identify technical issues in order to effectively communicate said issues to engineers and other competencies.
