You will serve as a ASSISTANT in the Employee Services Division of the Comptroller Department of NAVUNSEAWARCENDIV NEWPORT RI , Newport, Rhode Island.
Duties
You will serve as a Customer Service Representative, providing guidance to managers, timekeepers, and employees of all working levels on payroll related issues by researching and interpreting payroll regulations,
You will review requests for validity, researching problems and developing applicable solutions,
You will be responsible for time and attendance auditing to ensure the accuracy of recording and balancing to established controls,
You will process non-standard actions such as overtime, night differential, premium pay, holiday pay, hazardous pay, leave donor program, and the family leave program,
You will research and respond to recurring or one-time inquiries verbally or in-writing from serviced employees, and operating officials, concerning all payroll issues,
You will resolve individual questions, regarding pay, leave balances, various deductions, withholdings, taxes, and other financial matters,
You will explain payroll rules and regulations, research history of particular transactions, and resolve a variety of novel or complex issues,
You will assist DFAS in arranging payroll deductions or cash collections to ensure collections of moneys owed the Government by employees,
You will prepare special reports and correspondence as required, control and balance special reports, and perform other duties as required.
Requirements

- Must be determined suitable for federal employment.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- This is a Financial Management Level 1 Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NG-02 pay band (GS-05/06 equivalency) or grade level in the Federal service or equivalent experience in the private or public sector, performing fiscal and administrative tasks (e.g., payroll, time and attendance, reports and correspondence) that support the daily operations of a government organization's financial management service delivery function according to established policies, regulations, and laws.

Education
In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:
One full year of graduate level education that is directly related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
