The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Accomplishes various analytical studies and/or projects to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.
Prepares action plans and schedules for project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies.
Conducts in-depth analyses of project data, requirements, and impact; identifies problem areas and determines how to resolve them.
Performs complex operational reviews, prepares comprehensive program analyses/evaluations, and/or provides guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives.
Prepares feasibility studies, directives, memoranda, policy statements, written guidelines and recommendations, oral and written presentations, and/or conducts briefings to communicate findings, advice and recommendations, implementation plans, directives, and guidelines to managers and executives.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
SPECIALIZED EXPERIENCE GS-09: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes demonstrated experience working with functional programs, operations and processes; Analytical and evaluative methods and techniques and management and organization principles for assessing program development or execution and improving organizational effectiveness and efficiency; Experience applying basic fact-finding and analytical techniques to gather information and data presentation methods to prepare clear and effective recommendations both verbally and in writing; Experience presenting data, interpretations and conclusions in a clear, concise and logical manner.

EDUCATION: A master's or equivalent graduate degree in any field of study.
OR
Two (2) full years of progressively higher-level graduate education leading to any field of study.
OR
LL.B. or J.D., if related.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of experience and education equivalent to the amount required.
SPECIALIZED EXPERIENCE GS-11: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes applying basic qualitative and quantitative techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; Experience with work processes, operations and programs to perform studies and evaluations, and make recommendations for changes and improvements; Recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; Management principles and processes to perform project management duties and effectively coordinate and integrate project objectives; Experience applying communication techniques sufficient to present plans and proposals convincingly and negotiate.

EDUCATION: A Ph.D. or equivalent doctoral degree.

Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.

LL.M., if related.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of qualifying graduate education and experience equivalent to that described above.
SPECIALIZED EXPERIENCE GS-12: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes experience that demonstrated a wide range of evaluative and analytical methods, management and organizational techniques to establish criteria for identifying and measuring accomplishments and progress, revising methods and developing new approaches and analyzing the impact of changes and make recommendations; Knowledge of functional programs, operations, work processes and related administrative activities to identify actual or potential problem areas, and deficiencies; Experience working with project management tools and techniques to plan, schedule, implement, closeout, and evaluate complex projects and studies; Oral communication techniques sufficient to present findings, deliver briefings, and negotiate solutions to disputed recommendations, as well as, written communication techniques to prepare project papers, reports, manuals, and directives. Conducting analytical studies and/or projects to resolve substantive problems or improve effectiveness and efficiency of the operating line and administrative programs. Planning and evaluating to include analyzing various types of inventory/workload reports to prioritize and schedule work to meet program goals (such as conducting workload analysis to determine and project gaps and/or overlaps in production measures); analyzing workflow to identify delays in processes, variances in quality/quantity or other issues impacting effectiveness/efficiency, and make revisions/recommendations for improvement; planning, developing and delivering technical training. Problem solving to include analyzing business measures and comparing against established standard; preparing recommendations for resource requirements to accomplish the project or program; producing spreadsheets to manage, track, and report data to facilitate decision making; monitoring systems to identify problems and verify changes are functioning correctly; conducting studies of work processes to identify, analyze and recommend solutions to problems in organizational structure, staffing, administrative procedures work processes and/or distribution; conducting cost benefit analyses, risk analysis or other technique to determine the best course of action. Writing to include producing written information such as headquarters-approved job aids and training materials for a broad audience and providing recommendations or findings to the next level of management or above. Influencing/Negotiating to include persuading others to accept recommendations, cooperate, or change their behavior; working with others towards an agreement; negotiating to find mutually acceptable solutions.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
