This position located at the Office of the Michigan State Director in USDA/Rural Development (RD). The incumbent provides expert advice and recommendations for actions for actions on highly sensitive and broadly impacting issues that are not confined to a particular program and administrative area. This is NOT a remote position. You will be required to report to work at one of the Michigan Office locations listed.

Duties

Assists Area and Program Directors in planning, targeting, allocating and coordinating resources to achieve desired program results. Works with management officials to develop and implement position management and staffing plans. Serves as a Contracting Officer's Representative (COR) monitoring performance and providing technical guidance to the contracting officer. Coordinates, reviews, and monitors replies to written and verbal inquiries and independently initiates courses of action to resolve especially sensitive problems or those impacting beyond a single specialized program.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Specialized Experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities/competencies to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. For the GS-13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience in business management and administrative matters involving human resources management, contracting and procurement, budget and fiscal management. Advises the cognizant manager in developing, implementing, and monitoring strategic planning for achieving the mission of the State Office. Analyzes reports on workload, by program and activities and advises cognizant management of trends. Carries out special projects and initiatives, related to the operations of the organization supported. Conducts studies and recommends way to improve work methods, staff utilization, communication and overall productivity. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-0341 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
