About the Position: Serves as the Property Book Officer (PBO) with overall responsibility for the management, direction and control of the property book and all property within an assigned area of support and oversight and coordination of assigned supply mission for tenant activities and units within geographic areas of support.
Duties
Serves as the PBO utilizing the Global Combat Support System (GCSS)-Army to account for and manage the property assets of the organization.
Establishes and maintains hand receipts using the GCSS-Army module and meets regulatory requirements for inventories.
Responsible to ensure a comprehensive supply program including procurement, storage, distribution, inventory, inspection, classification, identification and disposal of equipment is applied throughout the organization.
Ensures the update, accuracy and validity of hand receipts and audit trail records for all accountable property and reconciles hand receipts within the organization’s property book.
Manages and coordinates with contractor and/or contractor management officials to ensure proper accountability of all government furnished equipment (GFE) issued to contractors.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires a valid driver’s license.
- This position is designated a Mission Essential; the incumbent is needed to ensure facility operations in support of Continuity of Operations Programs (COOP).
- Position may require occasional evening, weekend, and/or holiday hours, to include mandatory overtime as mission dictates.
- Position requires temporary duty (TDY) business travel approximately 10% of the time

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes: 1) establishing and maintaining hand receipts utilizing an automated system; 2) perform annual property accountability for an organization; AND 3) report property discrepancies according to given regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Logistics.
OR,
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
