About the Position: his Facility Operations Specialist position is located at Kirk U.S. Army Health Clinic, Aberdeen Proving Ground.

Duties
Oversee facility management resources of Joint Service including personnel, service contracts, financial programs, space utilization, and information resources.
Manage and execute an annual budget.
Plan and coordinate all work requirements and complex projects to maintain patient care buildings.
Prepare initial project scopes, descriptions, and justifications for necessary facility modifications.
Plan and estimate job orders for repair, alterations, equipment installation, and construction of facilities.
Implement, and evaluate programs to manage medical safety risks, fire safety risks, facility response to emergencies, and to manage risks associated with physical security, hazardous materials, and waste.
Represent Medical Group commander at conferences pertaining to buildings and grounds matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires you to possess and maintain a valid state driver's license.
- This position may require the incumbent to work on any day or shift, including PMs, nights, weekends, holidays, or on an "on call" basis, necessary to meet mission requirements.
- This position requires the incumbent to have tuberculosis testing.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- This position has a Temporary Duty (TDY) or business travel requirement of 1% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes assisting in managing a building and/or facilities maintenance program; providing oversight of repair and replacement components for buildings; monitoring equipment cost and/or use and conducting maintenance inspections on complex facilities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering, Industrial Arts, Property Management, or Business Administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
