You will serve as a Quality Assurance Specialist (Shipbuilding) in the Quality Assurance Department of the Supervisor of Shipbuilding, Conversion & Repair (SUPSHIP), Gulf Coast.
Duties
You will review and analyze the Contractor's inspection/quality program and develop procedures, instructions, and checklists necessary for monitoring and evaluating the Contractor's quality program.
You will participate in planning, developing, monitoring, and evaluating the overall assurance-engineering program for the Division.
You will function as the quality authority in the disciplines of shipbuilding, including Hull, Mechanical, and Electrical/Combat Systems, and will execute the planned inspection program requirements for these disciplines.
You will maintain appropriate control charts of the Contractor's progress and conduct analysis of feedback information on the corrective action and inspection programs to evaluate the Contractor's compliance to contractual requirements.
You will investigate areas where the Contractor's inspection system is suspected of being inadequate for the purposes of isolating the cause and make recommendations for remedial action.
You will investigate areas of special concern for purposes of ascertaining detailed information for existing or alternate equipment, procedures, products or processes or for offering resolution to controversial matters or unprecedented situations.
You will function as a member of simulated INSURV Board during Builder's Trials and assist INSURV Board during Acceptance Trials.
You will function as a Quality Assurance Representative for new construction, restricted availability, repair or regular overhaul of ships by local Contractors and as SUPSHIP Representative on-site at remote Contractor facilities.
You will liaison with ship's crew and Contractor in administering the contract requirements.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
TO QUALIFY FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing quality assurance inspections, reviews, or audits of shipbuilding programs to support the design, development, or acquisition of ships. Examples of qualifying experience may include (1) thorough knowledge and experience with a variety shipbuilding activities such as nondestructive testing, coatings, mechanical, shipboard electrical cableway installation and inspection; (2) thorough knowledge and ability in reviewing, interpreting and applying plans, blueprints, drawings, specifications, directives, policy statements, technical instructions and standards in all aspects of quality control, quality assurance and in industrial disciplines associated with ship construction, conversion and repair.
TO QUALIFY FOR GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting with quality assurance inspections for shipbuilding programs to ensure compliance with procedural standards. Examples of qualifying experience may include (1) knowledge of shipbuilding disciplines including shipfitting, hull fabrication, weight handling systems and equipment, fueling at sea and replenishment at sea equipment and systems, outfitting, ventilation, damage control systems and paint systems; (2) general knowledge of industrial disciplines associated with shipbuilding including electrical, electronic, (machinery and piping) and metal joining processes; (3) knowledge of Quality Assurance policies and procedures; (4) functional knowledge of Quality Assurance principles and philosophy including statistics; (5) functional knowledge of measuring and test equipment.

- A Ph.D. or equivalent doctoral degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position; OR
- Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position; OR
- An LL.M., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
TO QUALIFY FOR GS-9: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A master's or equivalent graduate degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position; OR
- Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position; OR
- An LL.B. or J.D., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
