One full-time position as the Supervisory Financial Management Specialist for the Whiteriver Service Unit. The incumbent ensures the integration and coordination of functions into a total comprehensive financial system that is compatible with management needs. This includes the formulation of budget estimates, presentation of budget plans, and analyzing approved budget plans, including the maintenance of effective fund control policies and procedures.

Duties

Coordinates with management officials, supervisors, area office staff, tribal officials and others in the total effort on the Finance Program which includes accounting services, budget, financial reporting, evaluation of activities and advisory services, in order to furnish timely data used in the direction, evaluation and control of operation at the various levels of management and field services. Continually analyzes data at all levels in the program to provide a scientific basis for program and organization adjustments, staffing, budget estimates, allotments, and to provide improved organizational structures, methods and means for carrying out program objectives in financial management. Manages day-to-day ledger maintenance and related operation for the classification and other recording of financial transaction; analyzing the results and interpreting the effects of transactions upon the financial resources of the organization; applying accounting concepts to solve problems, negotiate, and render advice to meet the needs of management. Independently plans, performs, coordinates and schedules the financing of new programs and activities of a substantive nature. Oversee and direct individual hospital departments budgets, including Cibecue Health Center and Categorical Budgets.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. MINIMUM QUALIFICATIONS: Must have at least 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service working with executive and management staff to provide fiscal oversight and management of organization, experience with formulation and development of budget estimates, presentation of annual budgets, analyzing and execution of approved spending plans, monitors data at all management and departmental levels to provide a fiscal basis for program and organizational adjustments, and the maintenance of effective fund control policies and procedures. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
