The organizational title of this position is the Financial Management Officer (FMO). This position is located in the Division (Office) of Financial Management, Alaska Area Native Health Service (AANHS), Anchorage, AK, and is responsible for the comprehensive management of the financial administration for Indian Health Service (IHS) in the Alaska Area.

Duties

The FMO serves as the Director, Division of Financial Management, and reports directly to the Area Director for all management matters pertaining to the overall organization, execution and coordination of the accounting, budgetary and related financial activities and functions of the IHS components served. Additionally, within the broad departmental guidelines, the FMO is responsible for designing, establishing and maintaining an integrated financial management system, encompassing budgeting, accounting, managerial-financial reporting and advice to management. This meets the financial management spectrum, which will address Area management needs for planning, programming and carrying out assigned tasks under the Indian Health Program. In carrying out these duties, the Area Financial Manager is responsible for the following: Serve as staff consultant and financial advisor to the executive staff and program managers of the IHS components served in the conduct of a fully integrated financial management system, including the formulation and implementation of related policies. At times will be required to present financial matters to the tribes. Plans, develops, and supervises the execution of a comprehensive financial management program that will meet the general and special needs of the IHS components served in accordance with broad standards and/or regulatory requirements established by the Department, operating bureaus, Treasury Department, Office of Management and Budget and General Accounting Office. The financial management program encompasses the following primary functions: Periodic preparation of current operating budgets for each tribal health organization and program activity. Continuous analysis and evaluation of workload trends, past experience, program plans, etc., to facilitate and assist in the accomplishment of program objectives, including adjustment of financial resources between programs and/or tribal health organizations. Assimilation, analysis and interpretation, coding and receiving/transmission of accounting data and related financial information using electronic encoder equipment under the Department's "United Financial Management System". Management of budget activity with the tribal health organizations and other division and program directors, including the development of the financial portions of the operating budgets. Performance of internal audits at all levels of organization to ensure efficiency, effectiveness and economy in handling cashier funds, bills for collection, miscellaneous collections, patients' funds and valuables, controls over fund expenditures, accountable and negotiable properties, etc. Analyze regulations and directives regarding Federal and Departmental financial management practices and procedures to determine necessary actions required to assure effective compliance. Directs the preparation of operating manuals, circulars and charts for use in interpreting and implementing budgetary and fiscal policies, methods and procedures for management, subordinate staff and training purposes. Maintain active liaison with the directors of all programs, activities and facilities to achieve a comprehensive knowledge and understanding of program operations and trends that serves as a basis for a sound financial management program. This necessitates travel throughout the geographic area served, as well as to Headquarters, to (a) confer with operating officials, (b) appraise, from a financial point of view, program plans and operations and (c) advice as to program staffing and organizational modifications effected by budgetary considerations and the status of financial resources. Maintains required relationships with Headquarters program, administrative and financial management personnel to effect meaningful two-way interpretation of budgetary and financial programs, especially to the extent that unique problems and/or Indian Health Service-wide implications are involved.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."); OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS FOR THE GS-14 GRADE LEVEL: In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below: 1 year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: directing and coordinating a complex financial management program; establishing priorities and meeting deadlines for a full range of organizational activities; managing the function of work to be performed, leading, directing and assigning work; developing local budget instructions and policies within the framework of mandatory requirements; analyzing problems, gathering and coordinating information, and integrating independent recommendations and actions; and analyzing operating costs and distributing operating funds. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
