This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as leader over the general maintenance functions, leading a mixed journeyman crew supporting maintenance activities for a Lock and Dam facility. Assigns specific tasks or projects of relatively short duration or oversees the day-to-day direction of routine operation.

Duties

Distribute work to crew members daily. Perform research of material needed and the various sources of availability and costs. Provide oversight of the Facility Engineering Maintenance program at the project site. Explain work requirements, methods, and procedures to crew members. Review work in progress and upon completion. Make adjustments in procedures and sequence of operations necessary to accomplish the required work effectively. Maintain production reports and records as required. Recommend improvements of work methods and organizational features. Performs or instructs on a variety of highly skilled journeyman level duties in areas such as plumbing, painting, lock and dam equipment mechanic, carpentry, crane operations, and electrical work.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain a valid state Driver's License.
  • Must complete the Defensive Driving Course within 6 months of appointment.
  • A pre-employment medical examination is required.
  • Participation in the Medical Surveillance Program required.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a LOCK AND DAM EQUIPMENT MECHANIC LEADER without more than normal supervision. I have the ability to lead a work team and perform common tasks in general maintenance as well as other trades such as carpentry, plumbing, painting, crane operation, and operating and maintaining floating plants and heavy land equipment. I can work as part of a crew and assume responsibility for leading in the accomplishment of tasks. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: Work requires standing, stooping, working on scaffolding and ladders, bending, climbing, reaching and maneuvering in cramped spaces. Regularly lifts 50 pounds and occasionally lifts 100-150 pounds. Hoists, lifts, hand trucks and other workers are available to assist with heavier items. WORKING CONDITIONS: Work is performed both outside and inside in areas that are noisy, dirty, and greasy. Outside work is in all weather, including rain and snow, and over and near water. Also works on scaffolding and high ladders when nailing, installing, and/or painting items. The incumbent is subject to cuts, bruises, falls, scrapes, fumes, burns, abrasions, and danger to the fingers, hands, and other parts of the body from cutting tools, grinding wheels, rotating work pieces, and moving machine parts.
