This is not a remote position. Selectee will be expected to report to the duty station on a recurring and regular basis. This position is located in Cheyenne, WY. Duties

Assessing Statements of Program Involvement to decide on the appropriate legal instrument (grant or cooperative agreement). Developing announcements for funding opportunities, selecting standard clauses, and ensuring compliance with regulations. The role also involves posting opportunities on Grants.gov, reviewing application packages, and finalizing terms and conditions for successful applicants in accordance with BLM policies. Monitoring and assessing recipient performance, establishing performance measures, conducting reviews, and ensuring compliance with agreements and laws. Pproviding consultation, developing amendments, maintaining property accountability, reviewing financial and performance reports, approving payments, and taking corrective actions for non-compliance. Ttimely and accurate reporting, with the authority to issue warnings, suspend, or terminate agreements if necessary. Additionally, the completion of official financial assistance files is ensured for closure. Possesses practical knowledge of laws, regulations, and procedures governing the administration of Federal financial assistance agreements. Effective communication and relationship-building skills are demonstrated, along with a basic understanding of procurement statutes and proficiency in data management and computer operations.

For GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: Processing grants and agreements during the Federal Grants Management process. Examples of specialized experience should include strong knowledge of various assistance mechanisms, techniques, and procedures from fundamental to complex grants, cooperative agreements, interagency agreements, other agreements and Memoranda of Understanding; strong knowledge of procurement policies and requirements applicable to sub-awards.. or Master's or equivalent graduate degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. or Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience performing grant management reviews, evaluations and negotiations of proposed programs. Experience establishing proper program monitoring and program oversight procedures from pre to post award through grant closeout. Experience tracking, reviewing, and analyzing post-award financial reports, expenditure reports, correspondence, and identifying financial and administrative problems. Experience gathering, assembling, interpreting and analyzing data including key issues, drawing sound conclusions and developing authoritative recommendations for Federal financial assistance instruments. or Ph.D. or equivalent doctoral degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Education

Graduate Education: Education at the graduate level in an accredited college or university in the
amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such
education must demonstrate the knowledge, skills, and abilities necessary to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the
school attended has determined to represent 1 year of full-time study. If that information cannot be
obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time
study requirement.
