This position is located at the Salt Lake City VA Health Care System, reporting to the Associate Director of Operations, serving as the Supervisory Instructional Specialist, Designated Learning Officer for the Department of Veterans' Affairs'. The primary purpose of the Supervisory Instructional Specialist is to function as the educational system specialist and lead learning officer for all employees and its facilities, clinics, and other sites of care across several states.
Duties
Primary responsibility for the Employee Education Program and is responsible to provide overall assistance in the performance of other education management duties, at the direction of the AD.
Plan and develop a broad staff education program, based on identified training needs and opportunities that meet the highest possible educational standards and are developed in a collaborative and proactive manner. Serves as the Education Consultant for the healthcare system and a resource person for information regarding career development materials and offerings. Identifies educational space deficiencies and works with facility management, engineering service, and others to appropriately procure/renovate or otherwise acquire necessary resources.
Give attention to complex education related management problems, participates in executive-level decision-making deliberations, and performs a full range of administrative duties to implement the educational priorities of the healthcare system.
Responsible for developing and updating an overall healthcare system education plan and strategic goals. This includes developing and maintaining a system for tracking educational activities, attendance, and participant satisfaction to ensure cost-effective programs, the best use of resources, and meeting or exceeding VHA and VISN education performance measures. This includes educational activities within the facility and between the facility and its affiliates and between the facility and the community.
Responsible for developing a cost accounting budget for all education expenditures; education program formulation, review, evaluation and execution; and recommending educational budget allowances among the services across the HCS.
Supervisory and Management Duties: Provides leadership, helps with program planning and implementation, supervises, manages, and directs the non- clinical Employee Educations programs and staff. Ensures employees are trained to perform to their highest capabilities providing tools for employee success. Responsible for evaluating and rating employee performance with guidance for career development of employees.
Serves as expert point of contact and is responsible for participating in strategic, long-range, and operational planning efforts for SALT LAKE CITY VAHCS to include process and procedures regarding all employees and engagement.
Work Schedule: Monday - Friday, 7:30am to 4:00pm

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Basic Individual Occupational Requirement (All grade levels in this occupational series): Applicants must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in education or in a subject-matter field appropriate to the position or possess a combination of experience and education that meets the basic Individual Occupational Requirement of the position to be filled.
Specialized Experience: At the GS-13 grade level, you must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
Expert knowledge in the broad area of staff and employee education. DLO uses expert knowledge of education program to adapt and extend established concepts and methods and develops proposals for innovative alternative approaches from the standpoint of educational soundness, likelihood of success, feasibility, cost, priority, and consistency with overall objectives of the medical center.
Expert knowledge of training and development research, new technologies and principles of adult learning to develop high quality, outcome-based and cost-effective educational programs which utilize innovation, creativity and variety in approaches.
Knowledge of fiscal policies/procedures and the ability to keep financial records, track, and analyze spending trends and maintain fiscal accountability to ensure that education has adequate funds to support its programs, stays within allocated budget, ensures funds are used effectively and for the purpose for which they were allocated.
Extensive knowledge of accepted learning principles and instructional methods necessary to identify and assess learning needs, develop educational goals and objectives, design curriculum/lesson plans, identify and utilize appropriate educational tools, and conduct, evaluate, and revise training for both staff and patients as identified and needed.
Knowledge of evaluation methods and techniques and ability to analyze and evaluate educational programs, activities and resource strategies from a variety of complex data and draw sound conclusions on how the information impacts program areas and administrative policy.
Knowledge of library resources, including medical reference, computerized information retrieval, acquisitions, and cataloging and classification.
Knowledge of skills related to business planning, marketing, budgeting and public relations to potentially generate revenue through grants or selling of products, e.g., classes, brochures or software.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carry of light items, such as papers, books, or small parts. No special physical demands such as above average ability, dexterity, or strength is required to perform the work.
