Duties
This Transportation Security Specialist position is located in Operations Support (OS) Intelligence and Analysis (I&A) Vetting Analysis Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Additional duties include but are not limited to:
Performs cargo information threshold targeting responsibilities to enhance security measures, respond to threats, address risks and identified vulnerabilities used in air cargo operations in collaboration with other government agencies.
Assists senior level TSS's with supply chain entity information in a variety of other TSA and other government agency databased and information retrieval systems, such as, but not limited to PARIS, KSMS, IACMS, TECS, NCIC, and NEXUS, to resolve or reduce the potential threats, vulnerabilities and discrepancies.
Assists in conducting extensive research on air cargo related threats and applies technical knowledge to research targeted activities and ongoing project development to include targeting standard operation procedures and industry standard operation procedures.
Analyzes and disseminates complex intelligence information and air cargo data rapidly; learns and applies basic technical knowledge of transportation security laws, concepts, operational practices, security programs, and techniques in order to the accomplishment of the overall mission and objectives.
The major duties described reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-H Pay Band (equivalent to GS-11-12), you must have one year of specialized experience equivalent to the SV-G or GS-11 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialist experience is defined as:
A. Education: 4-year course of study leading to a bachelor's degree,
OR
B. Experience: You must have three (3) years of progressively responsible general experience, one year of which was equivalent to at least GS-4 in the Federal Service or equivalent experience in the private sector that demonstrates the ability to:
Experience as a vetting analyst, or experience as a counterterrorism analyst in another organization that evaluates vetting results against terrorism, criminal, or immigration watch lists; AND
Experience utilizing Background Investigative Systems in order to evaluate and interpret data that may reveal possible terrorist activities; AND
Experience preparing and distributing vetting reports to internal and external government agencies; AND
Experience analyzing and interpreting multi-source data.

C. Combining of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such specialized experience is defined as:
Experience applying security policies, procedures, and practices related to the biographic vetting of cargo entities; AND
Experience analyzing vetting and/or credentialing programs to modify or develop new programs and/or procedures.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
