This position is located with the Bureau of Indian Affairs, Southern Plains Region, Office of the Regional Director in Anadarko, Oklahoma.

Duties
MAJOR DUTIES:
Serve as the Deputy Regional Director - Trust Services and is the Regional Director's designated official for upholding and discharging the trust responsibility of the Secretary of Interior through public laws and regulatory requirements.
Liaison with the Regional Trust Administrator to coordinate trust asset management activities within the region to provide guidance to field staff in the examination, verification, and maintenance of accounts.
Maintain a close working relationship with tribal councils, Native American leaders and organizations to learn their opinions and understand their attitudes on reservation.
Responsible for the review of activities of state, local and federal agencies and governments for impact(s) of affected tribes and to formulate natural resources policy for the Bureau.
Provide direction and leadership within Trust services.
Responsible for budgeting, program planning, and developing cooperative relationships with Trust Services programs.
Provide position direction and implementation of departmental equal employment opportunity objectives and fosters merit-based practices in the recruitment, selection, appointment, training and recognition process.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Group Coverage Qualification Standard for Administrative and Management Positions, GS-0340).
GS-15:
SPECIALIZED EXPERIENCE: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-14 in the Federal Service (obtained in either the public or private sector), involving managing and having the responsibility for the day-to-day operation and administration of Bureau Trust Services Programs, and oversight responsibility in the application and implementation of overall policies and Trust Services programs by agency field offices. Provides technical advice and review on Trust Services Programs. Coordinating those features of Bureau Trust programs which extend beyond the jurisdiction of a single agency or field office. Recommends to the Regional Director revisions of Trust policies, programs, procedures and regulations.
Education:
Education is not applicable at this grade level.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
This is a key management position. Simply meeting time-in-grade in occupations where directing and managing Indian trust responsibilities and program was not performed, will not be qualifying.
All qualification requirements must be met by the closing date of this announcement.
Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
