The Health System Specialist (Facility Planner) located at the RRVAMC in Louisville, KY, is assigned to the Associate Director for Resources. The purpose of the position is to provide direction and leadership to department heads, administrative officers, and subordinate staff as it relates to productivity, workflow, resources, and current business principles.

Duties

Duties includes but are not limited to the following: The incumbent has the responsibility for the successful performance of the following functional areas, specifically regarding customer satisfaction, quality of services provided and efficiency of service delivery:- Planning, Acquisition, Activation, Renewal and Termination of VA leased spaces- Coordinating Space Design, Floor Plan Layout and Activation of VA leased spaces- Property Management of VA leased spaces ensuring continuous clinical operations- Data Analysis and Ad Hoc Studies for Business Case Development. The incumbent is responsible for supporting RRVAMC mission, goals, and objectives for operations, leasing and property management activities to include planning, directing, coordinating, and evaluating the full range of work activities related to the lease acquisition process (new, renewal, and termination) with a team of VA employees supporting the designated building group(s). The incumbent represents and when necessary, serves as spokesperson for RRVAMC in working with Congressional, VA Central Office, VISN and facility representatives, Department of Defense, non-VA organizations, including affiliated medical schools, national, state, and local planning organization, veteran service organizations and consumer groups to carry out planning activities. The incumbent is responsible for landlord tenant relations, construction/building alterations, building maintenance and repair. He/she serves as an advocate for investment in assigned leased property/spaces in a way that realizes and optimizes building conditions, systems, equipment, operating efficiency, etc., while accounting for customer and revenue values. The incumbent develops policies and procedures to help oversee and coordinate space management within leased spaces and VA facilities. The incumbent serves as a Project Management for projects that are measured by their diversity, geographical area, management demands, technical intricacies, and environmental and public issues. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement (IOR): In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must possess one of the following: Undergraduate and Graduate Education:Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND, Specialized Experience Requirement: To qualify for this position at the GS-13 grade level, applicants must possess a minimum of one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: Mastery of a wide range or qualitative and or quantitative methods for the assessment and improvement or program effectiveness or the improvement or complex management processes and systems. Comprehensive knowledge or the range of administrative laws. policies. regulations. and precedents applicable to the administration of one or more important public programs. Knowledge of network and facility program goals and objectives, the sequence and timing key program events and milestones. and methods of evaluating the worth of program accomplishments. Skilled in planning, organizing, and directing team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial facility resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied. Ability to review demographics, financial, an performance data, identify performance gaps, define market areas for hospital services; evaluate operational cost effectiveness profitability; identify quality productive efficiency of delivered care; and review resources allocation. Knowledge of program evaluation and assessment methodologies and ability to develop evaluation guidelines and tools. Knowledge and understanding of, and ability to implement management analysis principles, practices, methods techniques and skills into administrative operations. Ability to gather, assemble and analyze facts, draw conclusions, devise solutions, conduct informational interviews, and maintain effective relationships with a wide variety of official. Knowledge and skill in fact-finding and data analysis for planning and conduct studies, organizational reviews, investigations to identify systemic problems, and disparate organizational practices that have an undesirable impact upon the quality of services provide to patients, employees other customers. Knowledge of latest technical planning developments in hospital management including current standard methods and techniques sufficient to formulate new criteria and control procedures and other planning guidance. Knowledge and skill to provide staff advisory consulting and reviewing services with the Health Care System with responsibilities for reviewing and coordinating work in the planning and management programs and proposing additional working light of the needs of the Health Care System or VISN. Preferred Experience: Strategic Planning, Planner, Project Management, Data Analysis; Capital Planning and Investment Assessment Organizational Performance Analysis. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
