The Diabetes Education Program Manager is a Registered Dietitian Nutritionist Certified Diabetes Care and Education Specialist who functions at the VA San Diego Healthcare System. The Diabetes Education Program Manager collaborates with management personnel at the VA San Diego Healthcare System to enhance and improve diabetes education practices. The Diabetes Education Program Manager has full responsibility for managing, implementing, and evaluating all phases of the diabetes education program.

Duties

The Diabetes Education Program Manager is responsible for coordinating and overseeing implementation of Diabetes Care throughout the VA San Diego Healthcare System. This includes educating and implementing processes across VA San Diego Healthcare System outlined in the strategic plan. This individual must establish and maintain effective relationships with all levels of VA San Diego Healthcare System personnel and relate effectively with customers, families, and the community as well as program and service leaders. Duties may include but are not limited to: Coordinates the development and implementation of patient centered diabetes care throughout the VA San Diego Healthcare System. Uses individual and aggregate needs assessments, standards of professional practice, and strategic plans in the process of program development. Leads, facilitates, and evaluates system changes that support meeting performance measure goals and thus, effective patient outcomes. Facilitates process improvement in programs/systems that enhance healthcare delivery; analyzes program/system outcomes and plans strategies to initiate needed change. Acts as a consultant in patient diabetes care principles and performance measures. Effectively uses group process, interpersonal, and communication skills to facilitate win-win outcomes in a positive and productive working environment. Uses knowledge, expertise, principles or models, and current research to plan, implement, and evaluate organizational progress towards accomplishing patient diabetes care initiatives. Also uses data trends and patterns which indicate need for change. Serves as the liaison between veterans and staff, and the community regarding the patient experience, patient rights and advocacy. The incumbent will maintain a clear communication between the Veteran population, staff, facility, and VA San Diego Healthcare System leadership. The incumbent routinely evaluates structure, process, outcomes, and resource aspects of meeting patient diabetes care goals. This individual will communicate needs for resources, as necessary. Perform other duties as assigned. Work Schedule: Full-Time, Monday - Friday, 7:30 AM - 4:00 PM Telework: Available Virtual: This is not a virtual position. In addition, the DEP Manager assists with clinical/programmatic site visits as requested.

BASIC REQUIREMENTS: Citizenship: Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. § 7407(a). Registration/Certification: All applicants must hold the RDN credential from the Commission on Dietetic Registration (CDR) the credentialing agency of the Academy of Nutrition and Dietetics. Exception for Dietitians who do not possess the RDN credential: Non-credentialed Dietitians who meet the basic qualification requirements and have fulfilled the requirements below, but do not possess the RDN credential, may be given a temporary full-time appointment not to exceed one year under the authority of 38 U.S.C. § 7405(c)(2). Non-credentialed Dietitians must have fulfilled each of the following: Earned a bachelor's or higher degree from a U.S. regionally accredited college, university or foreign equivalent (refer to ii below). Completed an ACEND® accredited experiential or supervised practice program and provide a verification statement from the program director that conveys eligibility to take the CDR registration exam as a prospective RDN. A list of ACEND® accredited programs is located on the ACEND® website or at ACEND Accredited Programs Directory. Foreign Education: To be creditable, college and/or university degrees earned outside the U.S and its territories must be evaluated by ACEND® and meet ACEND®'s International Dietitian Education standards which are designed to provide graduates with the knowledge and competencies to sit for the CDR credentialing exam. Grandfathering Provision. Employees in VHA in this occupation, under a permanent, appropriate and legal placement on the effective date of the qualification standard, are considered to have met all qualification requirements for the grade and/or assignment held, including positive education and registration/certification, where applicable. Employees appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, either on a temporary or permanent basis until they fully meet the basic requirements of the standard. GS-13 Facility Program Coordinator (Diabetes) Experience Requirement: In addition to meeting the basic requirements, do you possess at least 1 year of experience equivalent to the next lower grade level (GS-12) which demonstrates the following Knowledge, Skills and Abilities: Skill in written communication including policy development and standard operating procedures. Skill in strategic planning to develop goals, objectives and action plans. Skill in analyzing data to monitor progress towards improving and sustaining outcomes. Ability to negotiate. Ability to supervise subordinate staff (i.e., plan, organize, delegate, direct, control and review activities and performance). Assignment: For all supervisory assignments above the full performance level, the higher-level duties must consist of significant scope, complexity, difficulty, variety and be performed by the incumbent as a major duty at least 25% of the time. The incumbent must spend 25% or more of their time providing administrative and technical supervision over staff at the GS-11 or above. Supervisory Dietitians in this assignment serve as a Supervisory Dietitian Program Coordinator at a facility and report to a GS 13 or above. Supervisory Dietitian Program Coordinators lead a multi disciplinary team. Supervisory Dietitian Program Coordinators provide program-specific leadership and exercise a full range of supervisory and personnel management authorities and responsibilities in planning, directing and assessing the work of subordinate staff. They establish performance standards and evaluate the overall performance of employees; define competency requirements, identify developmental and training needs and take necessary actions to ensure subordinate personnel maintains and enhance technical expertise. Supervisory Dietitian Program Coordinators formulate budget and staffing requirements in managing organizational changes and ensuring multi-year and long-range national mission directives and program goals/objectives are met. They are administratively responsible for a specialty program. Supervisory Dietitian Program Coordinators may provide direct patient care as they develop and implement comprehensive nutrition therapy, practicing within their scope/clinical privileges. They provide program-specific guidance and direction and technical advice and staff development. Supervisory Dietitian Program Coordinators have oversight responsibilities for program and policy and procedure development, set goals and monitor and redefine priorities and may have an active role in fiscal management for the program. They direct or participate in designing clinical research activities or quality improvement studies, including data collection and analysis. Supervisory Dietitian Program Coordinators oversee and are responsible for developing and maintaining training and reference materials. They maintain program information through approved social media outlets. References: VA Handbook 5005, Part II, Appendix G20 Physical Requirements: The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to facility work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required.
