About the Position: Emergency Management Specialist responsibilities are at the District, Federal, State, Local, Tribal. And Territorial level for planning, training, exercising, executing and recovering from All Hazards Events. Acts in support of Flood Control and Coastal Emergencies, National Emergency Preparedness Program and Department of Homeland Security Federal Emergency Management Agency operations through the Emergency Operations Center and/or District Contingency of Operations site.

Duties

The following duties are at the full performance level of the GS-11 Responsible to the Emergency Operations Manager to coordinate and provide Situation Reports (SITREPS) and develop briefing material related to the ongoing emergency operation. Determine equipment requirements, program funding, procurement and maintenance of mission essential equipment. Develop procedures for use of the equipment and issues equipment to responders. Performs and documents routine testing of all EOC/ERS computer systems (laptops, printers, etc.), satellite phones, radios and EOC audio-visual systems to ensure they remain active on Corps Net and properly networked for use when needed. Prepares Standard Operating Procedures (SOP)s for activation of the EOC, alert procedures, and use of EOC equipment to include radio, electronic mail, fax and secure/non-secure telephone. Trains Crisis Action Team (CAT) and Crisis Management Team (CMT) for EOC procedures to include message preparation, logging, operations security and physical security responsibilities. Processes mission assignment changes to include transfer of taskers to new mission, approved extensions of deployed personnel and other actions required to maintain 100% accountability for all personnel. Acts as COR specifically for the Temporary Emergency Power ACI contract which directly supports the Federal Emergency Management Agency (FEMA) in response to disaster and emergency situations across the Nation. Provides admin support during activation. Maintains proficiency in all aspects of the District’s emergency operations responsibilities under Public Law 84-99, Flood Control and Coastal Emergencies.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement up to 24% of the time.

Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/). Specialized Experience GS-09: one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes assisting in the management of the emergency operations center (EOC); Perform activities relevant to emergency facilities, equipment, and resources required for immediate response by the division upon the occurrence of an emergency incident; Assists in the set up and coordinates administration of facility operations during emergencies; Monitors and coordinates communication, message control, and security activities with proper offices; perform emergency response and recovery activities during periods of high stress and crisis situations, such as natural disaster; coastal emergencies and flood control. OR Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Emergency Management. (Note: You must attach a copy of your transcripts.) OR Specialized experience as described above, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. Education

Specialized Experience GS-11: one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes supporting the development of plans or projects designed to improve the efficiency or productivity of an organization's emergency management program; administering emergency preparedness activities or assisting in performing emergency response and recovery activities during periods of high stress and crisis situations, such as those following a natural disaster; coordinating operations of an Emergency Operations Center (EOC) facility; performed administrative regarding contracts between state/government/local entities and emergency organizations after FEMA directed responses.
OR
Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Emergency Management. OR
Specialized experience as described above, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years.
