Duties
Incumbent carries out the projects independently but is expected to obtain advice from the supervisor on unanticipated problems. I
The incumbent discusses findings prior to releasing a completed report.
Interprets available guidance, analyzes its impact on the allocation of responsibilities, management control, consistency of program planning and conformance of programs with command policies.
Work consists of performing varied duties by applying a series of different and unrelated, but established methods, practices, and techniques.
The employee compiles, analyzes, and summarizes financial and/or budgetary information related to assigned areas of the organization’s financial program.
Translate organizational needs and objectives, by line item and object class, into budget dollars and the funding actions required to accomplish them.
May recommend the approval or disapproval of requests for allotments of funds, or actions involving the commitment of funds.
Work involves performing specific tasks that typically comprise a complete segment of an assignment or project.
Work affects the accuracy, completeness, and/or timeliness of products or services.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051.
- Tier 1: Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-07
Specialized Experience: One year of specialized experience which includes utilizing office automation systems to input and process budget and/or financial data; preparing a variety of reports covering the status of funds, expenses, and obligations; and providing advisory on financial matters, policies, and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Finance, Accounting, Business Management, Economics or Budget (You must attach a copy of your transcripts with your application package.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (You must attach a copy of your transcripts with your application package.)

Specialized Experience: : One year of specialized experience which includes examining financial documents, budget submissions and reimbursable funding actions; resolving financial and operational problems in order to enhance programs and support activities; interpreting policies and regulations in the area Finance/Budget; preparing financial data/reports; and utilizing financial management, budget and/or payroll automated systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Finance, Accounting, Business Management, Economics or Budget. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Position can be filled at any level (GS-7; or GS-9) with noncompetitive promotion to the next grade levels are authorized until you reach the full performance level of GS-09; pending time in grade requirements and demonstrated ability to perform the next higher/target level grade duties.
