Duties

This position serves as a Financial Technician for the Green River District. Serves as principle point of contact on most aspects of the charge card program, billings, collections, and related office administration functions. Serves as subject matter expert on micro-purchasing policy, regulations, and fiscal operation procedures. Provides training sessions for cardholders and approving officials in compliance with National and State policies. Develops Standard Operating Procedures and other procedural guidance in order to increase efficiencies. Oversees receipt, control and security for all funds received by the District Office and Vernal Field Office as well as refunds in the Collections and Billings System (CBS). Maintains knowledge of laws, regulations, and established policies, procedures, and financial requirements of land, mineral, recreation, grazing, etc. Prepares demand letters and provides guidance to staffs for content of correspondence and solutions for collection of accounts. Prepares monthly, quarterly, and annual financial reports and reconciliations as required by the National Operations Center (NOC), Headquarters, Utah State Office (UTSO) or District. Analyzes procurement packages received and ensure the packages are complete and contain the appropriate documentation. Purchases supplies and equipment using simplified acquisition procedures through the DOI integrated charge card program.

Qualifications

To qualify at the GS-08 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-07 level equivalent in difficulty and complexity to perform the duties of a Financial Technician. Qualifying specialized experience includes: reviewing, evaluating and verifying various financial transactions; coordinating the preparation of budgetary or financial documents; providing guidance and training to others; and providing friendly courteous customer service to the public, as well as to fellow employees within the office. Please note there are no educational substitutions at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is mostly sedentary with minimal physical demands. There is some walking, standing, bending and regular carrying of light items such as papers, books, and files. The nature of work requires the incumbent to sit for long periods of time at a computer and involves long periods of intense concentration. Incumbent must cope with fixed and variable deadlines, pressures of heavy work volumes, and both internal and external customer demands. Work Environment: The work is performed in an office setting. Occasional travel is required.
