Duties

ADDITIONAL INFORMATION: The Counter Insider Threat Office (SII) Counterintelligence (CI) Officer uses approved analytic software tools and information to detect, identify, and refer anomalous events indicative of insider threats; produces analytical reports and provides other case support to investigative entities; shares information and conducts liaison to help protect NGA personnel, infrastructure, technology, and information. The position encompasses CI, investigative, and analytical experience related to threat detection and reporting. The officer will keep SII leadership aware of significant issues that affect operations and meet deadlines ensuring quality reporting is provided to appropriate customers.Duties include: Ensure compliance with NGA Counter Insider Threat program to project NGA personnel, assets, and information. They develop, interpret, and implement data using authorized software and investigative tools. They ensure compliance with the NGA security policies as well as support to investigations. They also collaborate with other agencies and private-sector entities on areas of common interest, trends and shared threat pictures, coordinate the release of referrals, case support and reports of investigation, promote Counter Insider Threat awareness, and advance other shared interests.In addition, the CI Officer will:1. Analyze triaged data and levy insider threat analysis and interpretive software.2. Develop, interpret, and implement insider threat related training programs and materials.3. Ensure compliance with NGA's Counter Insider Threat Program; collaborate and coordinate internally and externally to identify best practices in the Insider Threat community - IC wide.4. MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Demonstrated experience conducting analysis, inquiries or investigations on insider threat or counterintelligence related matters to protect agency information, systems, personnel and facilities.2. Demonstrated experience analyzing, interpreting, and applying security policies and regulations to meet program objectives supporting insider threat and/or counterintelligence missions.3. Demonstrated experience coordinating and collaborating with other agencies and private sector entities on investigations and/or analytical products to include report writing and briefing in support of insider threat and/or counterintelligence missions.4. Demonstrated ability to work independently or with a team to problem solve, develop a project, or write reports providing investigative or intelligence impact.EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Intelligence Studies, International Relations, Security, Area Studies, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in security, law enforcement, counterintelligence investigations, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in security, law enforcement, counterintelligence investigations, or a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: Successful completion of an accredited Counterintelligence Special Agent Credentialing Course, the Defense Counterintelligence Agents Course (DCAC) or Service Equivalent Counterintelligence Certification Course as directed by management; Successful completion of the ITC TSCM Fundamentals Course may be required.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Experience with IC approved insider threat detection and monitoring tools (user activity modeling) or other US Intelligence Community computer analytic software programs (HUB Operations and risk analysis programs). 2. Experience establishing and maintaining professional relationships and networking with external government agencies, contractors, or industrial partners in support of insider threat and/or counterintelligence missions.3. Applied knowledge of Insider Threat priorities and adjudicative guidelines, foreign adversaries to include security intelligence services, terrorist organizations, and/or cyber threats posed to DoD/IC partners. 4. Completion of two or more of the following courses: Insider Threat Detection Analysis Course, HUB Operations Course, Counterintelligence Fundamentals and/or CI certification, HUMINT operations and/or certification, Federal Law Enforcement Training Center, Introduction to Criminal Investigations, Cybersecurity Fundamentals, A DoD/IC analyst training course, Basic Analyst training, Intelligence Report Writing, Certified Counter Insider Threat Professional - Fundamentals (CCITP-F), Certified Counter Intelligence Insider Threat Professional - Analysis (CCITP-A), and/or Global Counter Insider Threat Professional (GCITP) certification.
