This position is located in the Environmental Management Service of the VA Medical Center in Danville, IL. The purpose of the position is to perform interior design duties and services for small, standard projects from initial planning through to completion.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Participates in pre-design meetings, obtains pertinent design criteria, and initiates actions to obtain applicable information and criteria; Verifies criteria is in sufficient detail and accuracy to meet functional capability required by the user; Prepares Government cost estimates and schedules for development of interior design studies and documents; Researches and maintains current design resource library to include up-to-date samples of interior building finishes and materials, furniture, equipment, and product literature as well as contacts with manufacturing representatives to gather information and keep abreast of current products and innovations in the field of interior materials and furnishings; Develops interior design packages for assigned projects, incorporating the most recent technology as it relates to design, equipment systems and construction techniques; Designs are analyzed from the standpoint of user functionality, considering appropriate codes, regulations, energy usage, space utilization, operation and maintenance, aesthetics, and economics; Interviews users to determine their functional operations as they relate to interior design and equipment (furniture) needs and requirements and reflects this information in subsequent design efforts; Prepares interior design drawings and documents in compliance with governing criteria and project requirements; Combines functional and aesthetic features to blend existing functional operating requirements and the interior environment; Provides information for coordination with architectural, structural, mechanical and electrical designs; Prepares interior design analysis and specifications related to prewired workstations (systems furniture), interior finishes and features; Participates in meetings with contract Architect/Engineer (A/E; interior design firms for negotiation of A/E contracts or review purposes; Reviews interior design packages prepared by A/E firms for compliance with codes, regulations, technical manuals and adequacy of interior design practices; Serves as the Contracting Officer's Representative (COR) and enters and tracks all purchase orders relating to the interior design program; Follows up with vendors and contractors for contracted projects to insure contractor compliance with drawings, specifications, regulations, and policy; Conducts site visits during construction, prepares pre-and post-occupancy evaluations of site; Performs related duties as assigned. Qualifications

MINIMUM QUALIFICATIONS GS-09: One year of specialized experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in Federal service. Specialized experience includes: identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment; performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings; preparing drawings and documents relative to the design of interior spaces to enhance and protect the health, safety, and welfare of the public; coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context; and managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. This experience must be detailed in your resume to receive credit. ~OR~ A master's degree, equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree with a major study in interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design. Transcripts required. ~OR~ Successful passage of the National Council for Interior Design Qualification (NCIDQ) examination. Proof of passage of this exam is required. ~OR~ An equivalent combination of specialized experience and graduate education as described that demonstrates your ability to perform the duties of this position. Your experience must be detailed in your resume and transcripts required. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Work can vary from seated at a desk in front of a computer, to extensive walking throughout the facility/grounds (interior and exterior), and visitation to construction sites and off-site facilities. Work may require some lifting, light furniture moving/rearranging, carrying heavy and bulky catalogs/artwork/samples, etc. There is travel as needed to showrooms, furniture dealers, and satellite facilities. Dexterity is required related to duties performed in drafting, sketching, and writing. Generally, work is in an office environment but must conduct site visits throughout all areas of the organizational complex and satellite facilities. Inspects work sites during demolition and construction encountering noise, fumes, dust, and debris. Precautionary measures should be taken in potentially infectious and construction areas. Required to use appropriate Personal Protective Equipment as required by OSHA and project conditions.
