You will serve as a SUPERVISORY MANAGEMENT & PROGRAM ANALYST in the FUELS SUPPORT DIVISION 700F, REGIONAL FUEL DEPARTMENT 700 of NAVSUP FLC PUGET SOUND.

Duties

You will manage the operations of the Fuels Support Division of the Regional Fuels Department with responsibility for the support of fueling activities of Naval and DOD assets throughout the Pacific NW Area of Responsibility (AOR). You will provide Fuels Inventory Management duties for the Fuels Inventory at Defense Fuel Support Point (DFSP) Puget Sound. You will serve as the lead person maintaining fuels accounting records, overseeing the processing of fuels between $500M and $1B annually in issues, receipts and transfers. You will assist the Regional Fuels Manager in obtaining, maintaining, analyzing, summarizing, and reporting budgetary data calls related to the Fuel Department’s labor and non-labor expenditures. You will manage the Control Limit for Fuel Stock, identifying when Fuel ordering to meet operational and control limit stock on hand is required for the 50 Bulk fuel product tanks is required. You will prepare a range of inventory surveys, financial analyses, certifications, and reports using a variety of technical reports and regional office data You will exercise final authority for the full range of personnel actions within the Fuel Department Fuels Support Division.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized Management & Program Analyst experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector utilizing a knowledge of qualitative and quantitative techniques used to measure effectiveness, efficiency, and productivity of assigned programs. I have experience performing statistical and analytical reviews on inventory/financial systems in order to establish historical trends. I also have experience assisting subordinate employees on both work and administrative matters. Examples of specialized experience may include: 1) Assisting the Regional Fuels manager in administrative functions such as personnel management, record keeping, suspense control, files management, time keeping and certification; 2) Prepare a range of inventory surveys, financial analyses, certifications, and reports using a variety of technical reports and regional office data; 3) Maintain fuels accounting records and oversee the processing of fuels in issues, receipts and transfers; and 4) Plan work to be accomplished by subordinates.
