Serves as a regional labor and employee relations expert, technical authority and consultant in union-management relations, negotiated and administrative grievance procedures, conduct and discipline and adverse actions and appeals.
Duties
Serves as a regional labor and employee relations expert, technical authority and consultant in union-management relations, negotiated and administrative grievance procedures, conduct and discipline and adverse actions and appeals. Represents the FAA in third party proceedings such as arbitrations, adverse action appeals, MSPB and FLRA hearings, ULP charges etc. Provides oversight to ensure obligations are met to negotiate or consult on proposed changes to conditions of employment. Evaluate union proposals for negotiated agreements and develops proposed positions on the issues. Examines locally negotiated agreements and recommends final approval action. Develops and maintains effective relationships with unions. Conducts research and analysis on a broad range of labor-management relations issues and prepares correspondence, reports, memoranda and briefs on highly technical, complex labor relations matters.

Qualifications
To qualify for Pay Band FV-H, you must demonstrate that you possess at least 1 full year of specialized experience equivalent to FV-G or FG/GS 10/11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes, but is not limited to: Brief and train on union rights to negotiate/bargain on policies, practices and working conditions; interpret and apply provisions of collective bargaining agreements; responding to grievances at various steps in the procedure; investigating ULP complaints; investigate and assist with third party hearings; conduct fact finding inquiries; advise management on issues such as conduct and discipline, adverse actions, grievances, and other appeals; use analytical and problem solving methods to interpret and analyze facts and allegations, and provide legal recommendations.To qualify for Pay Band FV-I, you must demonstrate that you possess at least 1 full year of specialized experience equivalent to FV-H or FG/GS 12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes, but is not limited to: Experience that demonstrates expert knowledge of employee and labor relations laws, regulations, policies and other pertinent guidelines; interpret and apply provisions of collective bargaining agreements; serving as an advisor to managers/supervisors regarding complex employee & labor relations issues, including grievances, unfair labor practices, misconduct investigations, adverse actions/appeals; serving as agency representative, or actively participating, in arbitrations and other third-party hearings.Education Substitution: Substitution of education or equivalent combinations of education and experience may be qualifying for this position. To qualify based on education, you must submit a copy of your college transcripts. If selected, official transcripts will be required prior to employment. FV-G: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, is required. FV- H/I: There is no substitution of education for work experience.
