THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (Title 32), Position Description Number D1921000 and is part of the OK JFHQ, Oklahoma Army National Guard.

Duties

This position is located in of the Deputy Chief of Staff (DCS) G-4/DCSLOG, Logistic Management Office. Its purpose is to manage Department of Defense (DOD) convoys moving within the state; and to plan, organize and direct preparation, maintenance and execution of peacetime and wartime ARNG movement plans for all units within the state. DUTIES AND RESPONSIBILITIES: Serves as primary state representative and point of contact for all DOD highway movements. Coordinates directly with the state Department of Transportation (DOT) to determine highway availability, restrictions, permit requirements and changes or additions to the State Highway Network Database. Approves requests for use of the highway network by utilizing the approved federal operating system, and then issues movement orders. Coordinates directly with the USPFO Traffic Manager to obtain necessary commercial transportation support. Ensures requirements necessary to execute the plans have been identified and coordinated. Ensures proper handling of special and unique movement requirements. Exercises functional authority to manage and coordinate the movement of DOD convoys during peacetime, mobilization and deployment. Serves as the Command Transportation Officer and represents the DCS G-4 on transportation matters involving movement of personnel, equipment and supplies, both domestically and internationally, using military transportation assets. Serves as principal representative for military transportation matters and for planning and executing unit movements. Coordinates, obtains and issues, with DOT approval, permits for oversized, overweight and hazardous vehicles and cargo, and then coordinate's movements. Develops and maintains liaison with state and local government offices, military officials of all services and state, local and federal enforcement agencies. Analyzes military transportation capabilities and provides compiled data to appropriate agencies. Plans and coordinates the movement portion of exercises. Evaluates exercises and makes recommendations for corrections of noted deficiencies. Prepares and coordinates movement portions of the Joint Force Headquarters (JFHQ) Mobilization Plan. Develops programs of instruction for training Intermediate Command Unit Movement Officers (IC-UMO) in all areas of unit movement and execution. Assists IC-IMO in training Unit Movement Officers (UMO). Serves as primary point of contact and state mission authority for Special Assigned Air Missions (SAAM). Coordinates directly with Air Mobility Command (AMC) to obtain necessary aircraft. Observes airfield operations and assists the moving unit as required during execution of the movement. Coordinates with the DCS G-4 Plans & Policy Officer in the establishment of command transportation policy and other transportation requirements. Coordinates movement planning requirements and JFHQ inspections of unit mobilization plans. Observes required testing of unit load plans. Conducts annual coordination visits to DOD installations. Serves as manager for the State Highway Network Database. Develops and publishes procedures for collecting, evaluating and monitoring the information necessary to modify the network databases to meet DOD movement requirements. Represents the CONUSA Commander as DOD representative of the state DOT Emergency Highway Traffic Regulation (EHTR) Center, when activated by the governor. Advises civil authorities and military commanders on EHTR requirements and procedures. Organizes and oversees the operation of the State Movement Control Center (SMCC). Schedules and coordinates DOD surface movements through the approved federal operating system. Maintains and manages the unit movement data (UMD) for state ARNG units. Coordinates and submits UMD to the appropriate DOD agencies. Provides technical expertise on hazardous materials (HAZMAT) shipments to ensure compliance with federal, state and local regulations. Coordinates with DOD, state and local officials on policies and procedures governing HAZMAT shipments by all modes of transportation. Manages the State General Services (GSA) lease Vehicle Program (less recruiting and retention vehicle program). Ensures leased vehicles are managed in accordance with regulatory guidance. Coordinates with Property Book Officer's in maintaining required records for the GSA leased vehicle program. Responsible for maintaining, inspecting, and verifying serviceability of Army containers. Inspects container and submits maintenance report to the Container Control Officer (CCO) for entry into the Army Container Asset Management System (ACAMS). Responsible for the work of assigned personnel. Performs the supervisory and managerial responsibilities. Assigns work to functional staff members in accordance with established organization mission and functions, workload fluctuations and personnel availability. Defines and interprets governing policies, procedures and regulations.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Incumbent will be required to travel within and around the state. Travel will require incumbent to Remain-Over-Night (RON) to accomplish mission.
  • Incumbent will complete The Intermodel Dry Container/Convention for Safe Containers Re-Inspection Course/AMMO-43 online within 2 months of employment.
  • Incumbent will complete Hazmat Certification and Radiation Safety Training within six months of employment and recertify every two (2) years.

Qualifications

Military Grades: WO1 through CW5 or O1 through O4 GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training performing, administering or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States). Knowledge to plan and accomplish a variety of complex work assignments and/or identify problems and be able to analyze and resolve transportation issues or problems. Knowledge of the capability and limitations of various modes of transportation to include rail, highway, air, and sea. Knowledge of related mode configurations to contract proper means of transportation. Incumbent utilizes this knowledge to plan and direct the installation operations for the movement of vehicles, equipment, conventional ammunition, and materials via most feasible method available (air, rail, truck or vessel/barge). Incumbent has extensive knowledge of all traffic management regulations to include freight, passenger and other service (Navy and Air Force) regulations as well as the applicable Code of Federal Regulations. Knowledge to execute travel arrangements via all modes of Government and commercial transportation to destinations worldwide. An extensive and comprehensive knowledge and ability to interpret a wide variety of traffic management regulations, including DOD Travel regulations, Army, Air Force and Navy regulations, federal/state/foreign government/local laws, transportation regulations, and policies are required. Incumbent must be certified for the movement of Hazardous material and as a Contracting Officer Representative. Knowledge of the various automated transportation planning and billing systems. Knowledge of standard commercial carrier industry standard practices.

Education

Successful completion of a full 4-year course of study in fields listed below leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements. Education - Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
