About the Position: Serve as Section Chief, responsible for all aspects of pre-award and post-award contracting transactions from initiation and recommendation of award through contract closeout for the procurement of supplies, equipment, and services.
Duties
Prepare award documents in accordance to laws and regulations.
Coordinate with specialists in evaluating data submitted by offers’ to establish the government's technical negotiation position.
Advise employees on technical and administrative questions that are unusually complex.
Handle complaints from customers or contractors that require intervention at a higher level than the contract specialists.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Security Clearance.
- Must file a Financial Disclosure Statement, OGE, Form 450, upon entry onto the position and annually thereafter.
- Must obtain Advance- certification in the Acquisition Career Field Contracting within 24 months of entrance onto the position.
- A one year supervisory probation to assess your ability to perform supervisory duties is required unless previously completed.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.

**Basic Requirement (IOR)for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Official Transcripts must be submitted with conferred date.)

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below:
Specialized Experience:In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-02 (GS-11 equivalent) grade level in the Federal service which includes: 1). Performing pre-award, award, and post award contracting functions. 2). Providing contracting and procurement guidance to servicing customers. 3). Negotiating contract prices, terms and conditions to evaluate cost analysis.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).You will be evaluated on the basis of your level of competency in the following areas:
