Duties
GS-07: The primary purpose of this position is to carry out developmental assignments which are designed to provide the employee, who is serving in a trainee capacity, in the application of common public affairs assignments that include elements of media operations, social media, operations, social media, community engagement, command information, visual information, communication planning, contingency/crisis response, special event planning, environmental, security and policy review, and public affairs resource management at an Air Force (AF) installation/organization in support of the mission and the commander's priorities. This position is Full Performance to: GS-1035-09; 9UR11694.
GS-07 Duties
Follows established procedures in support of the commander's priorities by carrying out a variety of recurring precedented public affairs assignments.
Assists in producing materials that support the commander's public affairs goals.
Attends a variety of meetings as a representative of the public affairs office.
Assists in planning, organizing, and carrying out the visual information program.
GS-09
GS-09 The primary purpose of this position is: To carry out a variety of recurring precedented public affairs assignments that include elements of media operations, social media, community engagement, command information, visual information, communication planning, contingency/crisis response, special event planning, environmental, security and policy review, fairs resource management at an Air Force (AF) installation/organization in support of the mission and the commander's priorities.
GS-09 Duties
Supports the commander's priorities by carrying out a variety of recurring precedented public affairs assignments.
Produces and assists in producing materials that support the commander's public affairs goals.
Attends a variety of meetings as a representative of the public affairs office.
Assists in planning, organizing, and carrying out the visual information program.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 1035 series
SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of basic public affairs concepts, principles, practices, and techniques including internal, community, and media relations to sufficient to perform entry-level assignments. Knowledge of written and oral communication principles, concepts, and techniques. Knowledge of the principles and methods of newspaper publishing, including editing, layout, and makeup as well as skill sufficient to plan, write, and edit news, feature, and quasi-technical articles. Knowledge of communicating information through visual means sufficient to perform developmental assignments which may include illustrations, photography, presentations, television/motion picture production, and base cable access television.

EDUCATION: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of concepts, principles, and practices of a public affairs program and written and oral communication principles, methods, and techniques to conduct and coordinate public affairs activities to develop intercommunication between the agency and a variety of publics. Knowledge of concepts, principles, policies and practices involved in communicating information through visual means which may include illustrations, photography, presentations, television/motion picture production, and base cable access television. Knowledge of the organization's operations and functions sufficient to communicate accurate information.

EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS-07) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) FOR GS-07: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used practices of a public affairs program and written and oral communication principles, methods, and techniques sufficient to conduct and coordinate public affairs activities that are well defined and well precedented.
2. Knowledge of the organization's operations and functions sufficient to communicate accurate information.
3. Knowledge of communicating information through visual means sufficient to perform developmental assignments which may include illustrations, photography, presentations, television/motion picture production, and base cable access television.
4. Skill in gathering, evaluating, and interpreting information to identify potential problems, arrive at valid conclusions and offer meaningful recommendations and/or resolutions to well precedented, well defined assignments.
5. Skill in dealing with others in a work relationship to present information orally and to accomplish a given purpose.
6. Ability to communicate effectively, both orally and in writing; and plan and organize work and meet deadlines.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs) FOR GS-09: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of concepts, principles, and practices of a public affairs program and written and oral communication principles, methods, and techniques to conduct and coordinate public affairs activities to develop intercommunication between the agency and a variety of audiences.
2. Knowledge of the organization's operations and functions sufficient to communicate accurate information. Knowledge in handling, storage, care, and protection of displays and collections of museum material.
3. Knowledge of concepts, principles, policies, and practices involved in communicating information through visual means which may include illustrations, photography, presentations, television/motion picture production, and base cable access television.
4. Skill in gathering, evaluating, and interpreting information to identify potential problems, arrive at valid conclusions and offer meaningful recommendations and/or resolutions to recurring, precedented assignments.
5. Skill in working with people to establish and maintain effective working relationships with groups interested in or affected by AF and local installation/organization programs and policies and producing written information conveying complex information to public stakeholders with different levels of understanding.
6. Ability to plan and develop news stories, features, and quasi-technical articles. Knowledge of concepts, principles and practices of museum registration functions, operations and programs. Knowledge of museum procedures, necessary techniques, and required tools and materials.
Education
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
