This position is located with Bonneville Power Administration (BPA), in Systems and Communications Testing (TETD), Commissioning and Testing, (TET), Engineering and Technical Services (TE), Transmission (T).
A successful candidate in the Electronics Engineer position will serve as the principal commissioning engineer, Team Lead over subordinate Engineers, and technical authority for the organization's more complex substation projects specializing in SCADA and RAS equipment.
Duties
As an Electronics Engineer, you will:
Conduct technical oversight and approves new methods, technology, and policies created by Systems and Communications Testing Engineers in the area of RAS and SCADA, ensuring they meet BPA's technical requirements related to commissioning and testing of systems that support the operations of the transmission grid, the Generation Interconnection (GI) program, Line and Load (L&L) interconnection program, Transmission System Expansion Program (TSEP), RAS, SCADA, and Customer Service Engineering (CSE) projects to meet National Energy Regulatory Commission (NERC) and Western Electricity Coordinating Council standards compliance.
Lead TETD in the implementation of TETD guidelines, policies and procedures, including planning and executing policy and process initiative and project to enhance program policies, processes, and procedures.
Plan and leads compliance reviews to ensure testing procedures and other products created by TETD engineers align with program priorities, processes, and other requirements.
Responsible to the TETD supervisor for assuring the work of the TETD Engineers is carried out and is accountable for outcomes and results, e.g., timely delivery of quality work products and services produced by the team.
Perform a range of coordinating and supportive tasks, utilizing a variety of coordinating, coaching, facilitating, consensus-building, and planning techniques.
Advise supervisor of resource and supply needs to produce successful project outcomes; and is responsible to identify training requirements for TETD staff, including coaching and determination of specific individual staff member training and alignment to team and agency goals.
Serve as the technical authority and subject matter expert on RAS and SCADA commissioning process and procedure by providing direction and guidance to TETD Engineers in the selection and application of methodologies and techniques, interpretation and adaption of program policies, processes, and technical standards and requirements.
Serve as TETD expert to coordinate RAS testing of new control center RAS algorithms between organizations including field testing personnel, technical System Operations, TETC Commissioning and Testing engineers, and TEE/TEN Substation Design engineering teams.

Qualifications
BASIC REQUIREMENT:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR-
B. Combination of Education and Experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional Registration or Licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. -OR-
Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.-OR-
Specified Academic Courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.-OR-
Related Curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience is defined as: using knowledge and experience of electrical engineering theories, principles, concepts, standards, and methods sufficient to 1) apply experimental theories or new applications or developments to extend or modify theories, concepts, and assumptions to resolve unique or novel problems of a bulk electric grid and 2) conduct long-range technological studies related RAS and SCADA commissioning processes and procedures, software applications, or systems to evaluate their performance and effectiveness.

Physical Demands: The work is primarily sedentary. Some work may require periods of walking, standing, bending, climbing, or driving a motor vehicle in activities such as inspections of installed equipment, visits to construction sites, industrial, commercial, and other business establishments. Employes may lift moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as test equipment in a laboratory environment or when commissioning equipment in substation environments.
Work Environment: The work is split between an office setting and an industrial/laboratory setting. The office work area normally involves everyday risks or discomforts requiring safety precautions typical of offices or meeting and training rooms.
Work in laboratory/industrial setting occurring 2/3 days per week involves regular and recurring exposure to moderate risks, discomforts, and unpleasantness such as:
- high noise levels, or toxic or irritating chemicals;
- high winds and low or high temperatures;
- adverse weather conditions;
Special safety precautions such as protective clothing and gear are necessary.
