The Mental Health Clinical Nurse Leader (MH-CNL) reports to the Chief Nurse of Mental Health. The MH-CNL fosters active partnerships with MH Nursing Leadership in the planning, implementation, and evaluations of staff training and education. The MH-CNL is accountable for all elements of the nursing process when providing and/or supervising nursing staff training and education for inpatient and outpatient mental health nursing.

Duties

The San Francisco VA Health Care System (SFVAHCS) is a major interdisciplinary teaching facility with service-lines serving medical, surgical, and neurological inpatients and outpatients, with a Level III Emergency Department, Community Living Center (CLC), and multiple community-based outpatient clinics (CBOCs). Mental Health Nursing service covers 12 programs in the Mental Health Service: 8 programs for outpatient Behavioral Health Interdisciplinary Program (BHIP), Psychosocial Recovery and Rehabilitation Center (PRRC), Mental Health Intensive Case Management (MHICM)/Intensive Community Mental Health Recovery Services (ICMHRS), HUD VASH, Intensive Outpatient Program (IOP), Opiate Treatment Program (OTP), Primary Care Mental Health Integration (PCMHI), and Caregiver Support Program (CSP) and 4 programs for inpatient Behavior Education Support Team (BEST), Psychiatry Emergency Services (PES), Ketamine Clinic, and Inpatient MH-Mental Health-Acute Recovery Center (ARC). These 12 programs specifically requires staff training and education and partnerships of monitoring service initiatives. The MH-CNL will be significantly instrumental in ensuring service compliance in promoting access and continuity of care. Additionally, the MH-CNL will have a significant role in supporting service leadership in implementing program activities. Major duties include: Core elements of performance include knowledge on Mental Health safety policies and standard operating procedures, central directives, mandates from regulating bodies, legal statues, and other practice guidelines. Completes staff training and education based on established policies and required annual practice reviews and operating procedures. Advocates for patient-centered approach of care provisions. Considers all characteristics of the individual, including age and life stages, state of health, race, culture, values, and previous experiences. Demonstrates knowledges and understanding of medication administration per established policies and guidelines. Partners building tracking audits per Bar Coded Medication Administration Policy (BCMA). Responsible and accountable in integrating staff training and education for all elements of the nursing process when providing safe and timely care. Demonstrates knowledge on established safety policies and procedures. Demonstrates understanding in escalating immediate safety interventions to the clinical team and nursing leadership as deemed necessary. Demonstrates competency in promoting collegial and supportive nursing team and fosters collaboration in identifying training needs of each MH service programs. Demonstrates knowledge and understanding in the application of all levels Prevention and Management of Disruptive Behavior (PMDB). Coordinates with nursing leadership in tracking compliance reports. Verbalizes understanding of program flow and team collaborations. Demonstrates knowledge and active participation in unit/program level quality improvement processes and initiatives including compliance to performance metrics, as well as customer service programs in partnership with inpatient MH services' clinical team leads, interdisciplinary team, Nursing and MH leaderships. Participates in facility meetings of Nurse Educators and Clinical Nurse Leaders in promoting evidence-based staff training and education and utilization of resources deemed appropriate to maintain patient-centered care. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005/160, Appendix G6b) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. A post-master's certificate or masters or doctoral degree as a clinical nurse specialist. (NOTE: the post-master's certificate is formal education awarded from an acceptable school of professional nursing and is not considered board certification). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Basic Certification for Assignment. All APNs (CNSs) must maintain full and current board certification in an area of clinical specialty. Certification must be obtained through the American Nurses Credentialing Center (ANCC), American Association of Critical-Care Nurses (AACN), or another nationally recognized certifying body. The required specialty certification for the assignment must be identified in support any position being established or filled as a CNS. The required basic certification as a CNS is a condition of employment and qualifying factor for the specific assignment. An approved list of CNS/APN certifications may be found on the Office of Nursing website at the Office of Nursing Services. Definition of Professional Nursing Practice. Documented evidence of experience as a Nurse or APN that is determined to be sustained and consistently at or above an acceptable level of quality. This may include experience as a Graduate Nurse Technician (GNT) provided the candidate was utilized as a professional nurse and passed the State licensing (board) examination on the first attempt. It may also include performance as a VA Nurse or APN that is at or above the fully satisfactory level or active duty or reserve military service which was performed as a Nurse or APN. Professional nursing experience should be documented on the Proficiency Report, VA Form 10-2623, the VA Form 10-2850a, Application for Employment Nurses and Nurse Anesthetists or on a candidate's resume. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2 years of nursing practice/experience, 1 of which is a year of specialized nursing experience equivalent to Nurse I, Level 2 OR a Bachelor's degree in Nursing and 1 year of professional nursing experience equivalent to Nurse I, Level 2 OR a Master's degree in nursing (MSN) and no professional nursing experience OR Master's degree in a related field with a bachelor's degree in nursing with no professional nursing experience. Nurse II - A BSN with approximately 2 years of nursing experience, 1 of which is a year of specialized nursing experience equivalent to Nurse I, Level 3 OR Master's degree in nursing with 1 year of specialized nursing experience equivalent to a Nurse I, Level 3 OR Master's degree in a related field with a bachelor's degree in nursing with 1 year of specialized nursing experience equivalent to Nurse I, Level 3 OR Doctorate degree in nursing with no professional nursing experience OR Doctorate degree in a related field with a master's or bachelor's degree in nursing with no professional nursing experience. Nurse III - Master's degree in nursing with 2 years of specialized nursing experience, 1 of which is equivalent to Nurse II and meets all dimension requirements for Nurse III OR Master's degree in a related field with a bachelor's degree in nursing with 2 years of specialized nursing experience, 1 of which is equivalent to Nurse II and meets all dimension requirements for Nurse III OR Doctorate degree in nursing with 1 year of specialized nursing experience which is equivalent to Nurse II and meets all dimension requirements for Nurse III OR Doctorate degree in a related field with a master's or bachelor's degree in nursing with 1 year of specialized nursing experience equivalent to Nurse II and meets all dimension requirement for Nurse III. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Salary for this position ranges dependent upon applicant qualifications Grade I: $149,816-$199,250 annually Grade II: $172,288-$221,900 annually Grade III: $189,516-$221,900 annually Reference: VA Regulations, specifically VA Handbook 5005/160, Part II, Appendix G-6b Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive and/or ride in GSA-vehicles.
