Duties
Serves as Senior Contract Specialist and Lead Negotiator for highly specialized long-term complex requirements that affect a wide range of procurement activities or contractor operations for DLA Land Aberdeen Detachment.
Serves as a Contracting Officer Professional Contract Expert and Authority with an unlimited warrant for assigned applicable contractual matters related to new and mature weapon system requirements with complex and unique logistics support problems.
Coordinates with the appropriate service representatives to identify alternative sources of supply, respond to customer requests, and provide advice regarding changes to sales orders as needed.
Establishes Long-Term Contracts, Indefinite Delivery Indefinite Quantity (IDIQ) Contracts, Prime-Vendor, Direct Vendor Delivery (DVD), Virtual Prime Vendor, and Performance Based Logistics (PBL) Contracts for commercial and non-commercial items.
Reviews and analyzes certified cost/pricing data and performs cost analysis based on the review of certified cost/pricing data or other than current cost and pricing data for Commercial and non-Commercial items.
Uses Multiple Award and Sole Source IDIQ strategic contracts to procure items for the customer's mission.
Responsible for essential strategic, challenging and complex, and far-reaching (scope and duration) acquisitions for which the incumbent is personally accountable to perform, oversee, and manage all cradle to grave, pre and post award activities.
Administers contracts extending over several years, which may involve obsolescence engineering services, testing, and/or production of complex equipment systems.
Such contracts often require monitoring the performance of the prime contractor and a large number of subcontractors;
frequently negotiating forward pricing rates and claims, complex changes, modifications, and terminations or contract close out.
Decisions upheld by this position significantly influence the manner in which large contracts are awarded which significantly influences the customer's programmatic work through its acquisition strategy.

Qualifications
To qualify for a Contract Specialist, your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
B. Contracting Officer Basic Requirement: Must possess at least 2 years of experience in a contracting position.
C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS- 12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Use a wide range of contracting methods and contract types to plan and carry out pre-award and/or post- award procurement actions.
Analyzing and understanding DCMA/DCAA audit reports and certified cost and pricing data requirements.
Analyzing difficult contracting issues and identifies any alternative courses of action.
Perform cost or price analysis, including review of cost breakdowns to determine reasonableness.
Awards, negotiates, and administers complex contracts that include fixed price with redetermination, cost reimbursement, or incentives provisions for diversified supplies and/or services.
Performs actions necessary to support hybrid contracts that incorporate the procurement of spares, repairs, and services for use by multiple ordering activities.
Negotiating complex contacts that include diversified supplies and/or services for Commercial and non- Commercial items.
Identifying sources, analyzing cost and pricing data and contract proposals, and evaluating the offers for responsibility.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
