This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Regions 1 & 2, Pittsburgh Field Office- Field Branch-AML Team in Green Tree, PA.

Duties

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: Develops and implements annual performance agreements with the State that define the oversight and assistance activities for the current evaluation year; conducts performance reviews in accordance with the negotiated performance agreement; and assists in resolving program issues. Provides technical assistance or access to technical assistance on issues relating to mine permitting, compliance monitoring, mitigation, and abandoned mine land issues or reclamation decisions; and, arranges for others to inspect mines to ensure compliance with existing OSMRE policy and to address citizen concerns, or concerns from routine program and document review. Reviews and analyzes proposed state program amendments and coordinates with other Federal agencies (e.g., the U.S. Environmental Protection Agency, Historic Preservation, Army Corps of Engineers, and the U.S. Fish and Wildlife Service) who retain certain, specific, regulatory authority defined by SMCRA, to obtain their formal concurrence, as formally stipulated under SMCRA. Reviews grant documents and assures programmatic compliance with all grant conditions and coordinates with the State to get its annual grant funding proposal submitted, to evaluate its grant application, to make recommendations as to its approval or disapproval by OSMRE, to provide scheduled and impromptu oversight through the year to ensure the State is following its own procedures as specified in the approved grant proposal, and to prepare periodic evaluations during the year to authorize payments. Serves as a technical specialist for the program In permitting, bonding, inspections, and program review of both Title IV and Title V programs and is consulted by other program specialists overseeing other state programs within Regions 1 & 2.

Requirements

  • You must be a U.S. citizen
  • Subject to financial disclosure requirements. You cannot own any direct or indirect financial interest in a coal mining operation
  • Males born after 12/31/59 must be registered for Selective Service or meet an approved exemption
  • May be required to successfully complete a probationary period
  • Suitable for Federal employment, determined by a background investigation
  • Must be able to obtain and maintain a valid driver's license in order to operate a government vehicle.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Evaluating environmental programs for compliance with Federal and/or State regulatory requirements; Knowledge of National Environmental Policy Act (NEPA) and/or related environmental policies, laws, and regulations to ensure programs and procedures are consistent and/or legal; Providing recommendations, technical guidance, and assistance on the interpretation of environmental requirements. Working experience and knowledge of SMCRA and Abandoned Mine Land Reclamation. MUST MEET ALL Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
