Duties
This position is in the Defense Legal Services Agency (DLSA), with duty station in the Office of General Counsel, Defense Acquisition University (DAU). The incumbent of this position serves as the Head of the Office of the DAU General Counsel. The DAU General Counsel and subordinate staff are under the authority, direction, and control of the General Counsel of the Department of Defense, the Principal Deputy General Counsel, and the Deputy General Counsel (Acquisition and Logistics).
The DAU General Counsel advises the DAU President, Vice President, Deans and Directors on a full spectrum of legal issues to include labor and employment law, government ethics, acquisition law, fiscal law, information law, administrative law, international law, and travel law and policy.
Applies a broad knowledge of laws, regulations, directives, and policies relating to DoD and Federal procedures to advise and assist executive leadership and subordinate organizations. Acts independently providing full range of legal advice to DAU President and senior leadership responsible for operation of the University as an accredited education and training activity.
Provides legal support to the DAU Director of Acquisition Human Capital Initiatives (HCI) in the areas of designing and implementing legislation, formulating DoD acquisition workforce strategy, and drafting civilian personnel policy for the Acquisition Demonstration Project (AcqDemo) personnel system, Public-Private Talent Exchange and Defense Civilian Acquisition Intern Program, all of which have DoD-wide impact.
Provides legal advice and guidance to management concerning third-party proceedings related to grievance resolution, adverse actions, personnel policies and practices. Advises on questions of general law including advice and the preparation of legal opinions and reports on the application of federal, state, and local laws and regulations pertaining to actions of the University and its employees. For those instances which require litigation or the cooperation of higher legal authority and other governmental agencies, represents the University as required. Assists in coordinating requests, records, and other applicable data emanating from the Department of Justice, Congressional Inquiries, the DoD Inspector General or courts of competent jurisdiction, as required.
The incumbent serves as senior official of a team with an associate general counsel and paralegal support.

- The incumbent of this position may be required to work overtime, irregular shifts, and/or on the weekend.
- Work may require travel away from the normal duty station on commercial aircraft.
Qualifications
You must have specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully with the experience that demonstrated a practical knowledge in SPECIALIZED EXPERIENCE:
Attorneys at this level are expected to perform with substantial independence even when working on the most complex or difficult matters. As such, the attorney requires professional legal experience in excess of 3 years in the area of employment law advisory service as well as one or more of the following areas: government ethics, fiscal law, administrative law, information law or acquisition law.
a) The DAU General Counsel requires a knowledge of, and ability to interpret and apply Federal laws and regulations in determining legality of and liability for a variety of areas to include but are not limited to government ethics, employment law and administrative law.
b) The attorney must also possess:
ability to search for, locate, and develop information from a wide variety of sources to analyze numerous facts and determine their acceptability and completeness.
ability to apply judgment and make decisions in determining risk and liability for the organization.
advise executive leaders to inform decision making on matters.
skill in oral and written expression to report all significant findings.
effectiveness in personal contacts.
c) Assignments require the first professional law degree (LL.B. or J.D.) and, for assignment within the Department of Defense, OGC, or DLSA, active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
