The purpose of this position is to serve as the Supervisory Contract Specialist for the Claremore Indian Hospital, Claremore Oklahoma, and responsible for pre-award and post-award functions including price/cost analysis, negotiation, and administrative services, materials, and equipment for the Claremore Indian Hospital. The incumbent will supervise and direct a staff of Purchasing Agents, Procurement Technician and Telephone Operators.
Duties
The incumbent is under the administrative supervision of the SSMO, who directs the day-to-day activities. The incumbent will receive occasional direction by the Oklahoma City Area, Chief Contracting Officer, who directs the Oklahoma Area technical activities and objectives.
Develop strategic plans in conjunction with program officials and Contracting Officers Technical Representatives (COTR's) to define requirements, establish acquisition plans, and offer advice and recommendations on data that should be included in the procurement request.
Analyze the requirements and recommend the acquisition method most appropriate to meet the program objectives and policy/regulatory requirements. This includes determining the method of contracting, type of contract and procurement schedules, and milestones. Review justifications and required clearances to insure compliance with governing regulations and policy.
Develop job elements and standards, evaluate work performance, advise, counsel or provide instruction on work and administrative matters, recommend appointment, promotion, or reassignment, resolve complaints, performance counseling, warnings, official reprimands, and as first level supervisor proposes suspension and removals.
Write and update policy and procedures for the Acquisition Department. Conduct training programs for the Acquisition and Hospital staff designed to increase professional knowledge and experience. Identify, plans, and assure continuing education with program goals, professional requirements and staff needs.
Qualifications

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Basic Requirements for GS-5 through GS-12
A 4-year course of study leading to a bachelor's degree with a major in any field;
or
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level.
The following table shows the amounts of education and/or experience required to qualify for positions GS-7 thorough GS-12 covered by this standard.
Note - For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-12: Performing professional contracting work including construction contracting; providing guidance in acquisition planning, contracting methodology, negotiation strategy, and contract interpretation; prepare and issue solicitation documents, evaluate proposals, and award contracts involving Federal Acquisition Regulation; perform cost/price analysis, and administer the contract through completion and close out.
The Supervisory Contract Specialist should have or be certified in the Level I, II, and III as outlined by the HHS Acquisition Certification through the FAC-C government-wide certification program which would include the highest level of contracting signature authority delegated.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
