This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position:Army Contracting Command provides global contracting support to a diverse customer base in support of the Joint Warfighter.
Duties
Develops acquisition objectives and milestones.
Provides advice and guidance with the preparation of the performance work statements/scopes of work.
Prepares and files all documentation to support the contract.
Performs contract management functions in accordance with Federal Acquisition regulations and contractual agreements.
Participate in negotiation conferences with senior Government officials and industry corporate officers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- Must submit of a Financial Disclosure Report OGE-450 upon entry into position and annually thereafter.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification or Contracting Professional within 36 months of entrance on duty.
- Business travel required 10% of the time.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Contract Specialist:
Bachelor's degree (or higher degree) from an accredited educational institution. (Note: You must submit college transcripts with your application. Transcript must clearly show the degree was awarded/conferred, the date the degree was earned, and the name of the College/University).
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes:1) Applying Federal Acquisition regulations to provide Pre and Post-Award contract management functions for an organization; 2) Performing price/cost analysis to determine reasonableness; And 3) Performing contract negotiations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Education can NOT be substituted for experience.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
