About the Position: This position is located at SOTF, Personnel Staff Section, Fort Liberty, North Carolina.

Duties
Serves as Intelligence and Operational Law advisor and subject matter expert to the CJA, as well as command and staff.
Evaluates complex factual issues related to every aspect of the unit's operations and administration for legal sufficiency to support the desired outcome.
Provides expert, authoritative legal advice to the command and staff on intelligence and counterintelligence activities, information operations, and intelligence oversight and on the extent to which will impact operational requirements and missions.
Legal issues are often extremely complex, difficult and novel, requiring a high order of legal depth and innovative thinking to balance conflicting interests.
Renders definitive legal opinions and associated oral advice on a variety of issues for which no legal precedent exists.
Drafts and edits a full range of authoritative legal opinions, memoranda, and confidential guidance extending to all aspects of the authorities associated with operational requirements and missions.
Primary attorney providing legal advice and counsel on all matters relating to contracts and acquisition law, as well as fiscal and appropriations law.
Reviews contract formation and administration documents, including solicitations, amendments, awards, work statements and modifications, for legal sufficiency and sound business practice, requiring expertise, sound judgment, and mature legal skills.
Renders legal advice and counsel in matters of contractual rights and obligations, conferring with contractor legal and management personnel when necessary.
Assists with reviews, audits, and investigations involving or related to contracting activities and program management missions.
Serves as the primary fiscal law advisor to the command on issues regarding the proper obligation and expenditure of funds.
Advises the command's acquisition, fiscal, requirements, and program management communities on very complex fiscal matters during all stages of the acquisition process.
Prepares unique contractual terms and conditions to conform to novel procurement circumstances.
Advises on formulation of contract work statements; coordinates with senior Procurement Officers on determinations and findings relative to procurement authority and justifications.
Serves as Primary command's Federal Employment Law attorney. Provides legal advice to staff and supervisors on the legal impact of personnel policy on the Command.
Provides advice and opinions with regard to a wide variety of laws, regulations, directives and policies in areas as diverse as administrative, personnel, and civil law and policy.
Coordinates as necessary with other Department of Defense (DoD) and federal government agencies in support of the command's mission.
Employee must be able to advise, brief, and deal professionally with general/flag officers and members of the senior executive service within the DoD and other federal government agencies.
As directed by, and under the supervision of the Command Judge Advocate, provides overall guidance to CJA and civilian personnel on performance, career progression and priorities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A two-year trial/probationary period may be required.
- This position may require the incumbent to submit a Confidential Financial Disclosure Report (OGE Form 450) upon entry, and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires the incumbent to maintain active bar membership, in good standing (as defined by the pertinent bar) of the bar of the highest court of a State, U.S. territory, the District of Columbia, or Commonwealth of Puerto Rico.
- This position is a Testing Designated Position (TDP) and is subject to applicant testing and random drug testing in accordance with DA guidelines.
- The incumbent of this position must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a TS/SCI clearance with access to special access programs.
- Must pass the organization's Personnel Reliability Program which includes credit check, drug screening, polygraph and psychological evaluation.
- Must be willing and able to participate in the organization's operations and training both CONUS and OCONUS

Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills and abilities (KSAs) associated with the position.
KSA's:
Skill in identifying and researching highly technical and complex legal issues.
Skill in providing legal, technical, and policy guidance.
Ability to effectively, professionally, and ethically manage a heavy caseload of clients with complex legal needs in order to plan, organize, set priorities, and complete multiple tasks of varying complexity.
Ability to supervise or lead others.
Ability to identify, research document, and organize legally and factually complex issues to include contract, labor, and employment law.
Ability to express information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Knowledge of Federal statues and Executive Orders applicable to government contracting, the Federal Acquisition Regulation, and Department of Defense, Army and Command Supplements.
Knowledge of Federal labor law.
Ability to analyze, provide advice, and represent the agency on labor & employment matters.
Skill in providing expert legal and policy advice on civilian personnel matters, including expert legal advice on civilian personnel law, labor law, and employment law issues.
Qualification Requirements: The following minimum qualification requirements must be met before applicants are eligible for further consideration:
Education Requirements: Position requires the possession of the first professional law degree (LL.B. or J.D.) AND a member in good standing with the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Applicants for initial appointment into attorney positions within the Department of Army must be graduates of law schools accredited by the American Bar Association at the time of the applicant's graduation. As indicated below, a law school transcript must be submitted with your application materials.
Bar Membership: Applicants must currently be a member in good standing (as defined by the pertinent bar) of the bar of the highest court of a State, U.S. territory, the District of Columbia, or Commonwealth of Puerto Rico. As noted below, proof of such membership and good standing must be submitted with your application materials.
Experience: In addition to the requirements above, applicants for the GS-14 or equivalent Attorney positions must also possess 3 years of professional legal experience , acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
Time in Grade: The Qualifying Authorities (QA's) will make a determination as to the applicability of time in grade based on the requirements of the position. If you are currently employed as an attorney by the Federal government you must have completed one year at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade level as the position being filled.
NOTICE OF VETERAN'S PREFERENCE: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of the Defense considers veterans' preference eligibility a positive factor for attorney hiring. Applicants eligible for veterans' preference must include that information in their cover letter or resume and attach supporting documentation (e.g., DD Form 214, "Certificate of Release or Discharge from Active Duty") to their submissions.
