The primary purpose of this position is to perform a variety of technical duties in support of the base level Career Development element in the Military Personnel Section across JBSA. Provides program direction and support for Officer and Enlisted Promotions, Retirements and Separations, Retraining, Special Actions, and Passports.

Duties

Provide technical guidance, information, and assistance to MAJCOM, NAF, DRU, wing, group, and squadron personnel support for active duty, reserve, and guard on a variety of Military Personnel programs such as Officer and enlisted promotion program, Retirement and Separation, and Retraining program Establishes, defines, and implements requirements for the/segments of the career development element to ensure operations are in line with regulatory requirements, support goals, and mission requirements Serves as the alternate passport/visa (P/V) agent for JBSA Randolph for military and DoD personnel and their dependents Maintains an internal self-evaluation and assessment program designed to comply with Air Force directives governing the personnel programs administered by the Career Development Element Uses multiple office automated systems with varied functions to produce a wide range of documents, formats, etc., pertaining to military personnel functions and other clerical support work

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-6, or equivalent in other pay systems. Examples of specialized experience include 1) Providing knowledge of, and skill in applying, an extensive body of military personnel regulations and procedures relating to transactions processed. 2) Apply knowledge of military organizational structure, protocol, and similar matters. 3) Using a working knowledge of general office administrative and clerical procedures. 4) Using personnel automated systems and various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. 5) Communicating effectively, orally and in writing with significant ability to deal effectively and tactfully with civilian/military personnel of all ranks and at all command levels. 6) Entering and retrieving personnel action data and correcting data errors in data systems. 7) Interpreting and applying moderately complex directives pertaining to the area of responsibility. OR EDUCATION: Applicants have successfully completed at least one full year of graduate level education in a field directly related to the duties of the position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources. This education was received from an accredited University, College, etc. NOTE: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants have a combination of specialized experience and education as described above. Therefore, applicants have a combination of experience and education to meet the qualifications of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-6 level is required to meet the time-in-grade requirements for the GS-7 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to assist in supporting military personnel program administration responsibilities Knowledge of the laws, regulations, principles, and practices of military personnel programs Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs. Knowledge of military organizational structure, protocol, and general office administrative/clerical matters. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
  • Name/Rank/Grade of Service Member
  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
