Duties
The Department of Energy's (DOE) Office of Manufacturing and Energy Management Supply Chain is looking for a dynamic, innovative, seasoned executive to lead the Office of Analysis and Strategic Investment (ASI), within DOE's Office of Manufacturing and Energy Supply Chains (MESC).
As the Deputy Director for Analysis and Strategic Investment you will:
Serve as Deputy Director (DD) for ASI, which is a key member of the DOE MESC senior leadership team. The incumbent is responsible for partnering with stakeholders including domestic supply chain manufacturers, program partners, and communities vested in the process and outcome.
Directs organizational activities and frames strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives.
Establish all internal control standards for effectiveness, efficiency, and productivity and assesses all organizational policy, program, and project viability. This position determines the financial and personnel resources needed to achieve mission objectives and support mission operations; identifies the need for major organizational improvements and develops the requisite plans and directs implementing actions.
Oversees and directs the internal organization, staffing, policies, and personnel authorities required to carry out the responsibilities of the organization, including the recruitment of senior managers and technical experts necessary to ensure the success of the programs.
Assists the Director and Principal Deputy Director on all matters involving the energy sector industrial base. The incumbent advises on senior level policy, guidance, management, and coordination and assists in the oversight all matters in the MESC organization.
Qualifications

EXECUTIVE CORE QUALIFICATIONS (ECQs): The five (5) ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.
MTQ 1: Describe your experience working with stakeholders (private industry, Federal agencies, state or local governments, retailers, or institutions of higher education) to identify supply chain risks and mitigation pathways and achieve a key program goal relevant to a domestic manufacturing supply chain, including the development and use of industrial base mapping, modeling, and analysis tools for supply chain planning and forecasting.
MTQ 2: Describe your knowledge and experience relevant to 1) the scale-up and deployment of new manufacturing capacity to support a domestic industrial manufacturing base; 2) the energy sector industrial base (such as grid components and systems, renewable energy, hydrogen and fuel cells, semiconductors, etc.); and 3) engagement with mid-stream and down-stream component, device, and systems manufacturing enterprises.
