This position is part of the Office of Management, Department of Energy. As a Quality Assurance Specialist, you will provide technical and administrative support to include techniques in life cycle costing, timely delivery of services and safety concerning Facilities Operations and Maintenance support services.
Duties
As a Quality Assurance Specialist, you will:

- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
- This position has been designated as Critical- Sensitive and requires a security clearance at the Tier 5 LEVEL. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.

- Must obtain and maintain a government Purchase Card.
- Required to meet COR Level I and II certification requirements within a reasonable period of time (typically 24 months) from the date of placement in the position.
- Position is included in the Department of Energy's Technical Qualification Program (TQP).
- Required to meet core, position, and site specific technical qualification standards within a reasonable period of time (typically from 12 to 18 months) from the date of placement in the position.

GS-11 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-9 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Performing facility, site, or office inspections to ensure quality assurance guidelines and contract requirements are being met; AND
Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of the procedures; AND
Participating in and documenting compliance audits and surveillances related to quality assurance programs
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
Your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree quality assurance, mathematics, production management, industrial management, computer science, engineering, physical science, or a similarly related major.
OR
COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent.
GS-12 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Providing technical and administrative support on the oversight of facility maintenance contracts; AND
Preparing quality assurance program progress, inspection, and status reports using various software systems and databases; AND
Assessing contractor quality assurance program performance and coordinate corrective action plans

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.

Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
OR
Specialized Experience
Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Example includes: Reviewing production activities and capabilities in light of contract quality requirements.
Experience in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships.
