This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Located at Lake City Army Ammunition Plant (LCAAP).
Duties
Serves as an Industrial Property Management Specialist with full responsibility for oversight over a large amount of Government property in the possession of contractors.
Participates in meetings to provide an understanding of property management programs that have substantial impact on the contractor's operations.
Performs Property Management System Analyses to determine compliance with applicable regulatory guidance.
Evaluates the contractor's proposed procedures for the control/accounting for Government property.
Conducts investigations pertaining to assigned contractors' liability when Government property is lost, damaged, or destroyed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Applicants must possess or be able to obtain and maintain a Secret security clearance.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S.states or possessions to operate vehicles.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty.
- One year probationary period may be required.
- Position may require temporary duty travel of 10%.

Specialized Experience: One year of specialized experience which includes assisting in the monitoring of all aspects of industrial property management programs or assisting in reviewing audits to ensure property accountability/control or Interpret and implement directives from higher echelon, related to Industrial Property Management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Applicants must confirm eligibility and minimum qualification requirements within 30 calendar days of the closing date of the announcement.
