The primary purpose of this position is to Exercise supply chain management, operational authority and provide expertise in support of Air Force and DoD wholesale supply policy as related to various Supply Chain Management Systems.
Duties
1. Exercise functional management for Defense standard and unique supply chain systems.
2. Technical expert on DoD standard and unique AF wholesale supply chain systems (Distribution Standard System (DSS) and D035 (Stock Control System)).
3. Develops, refines, analyzes, and issues program policies for DoD, Air Force, AFMC/A4 and/or AFSC.
4. Serves as the senior representative and spokesperson in communicating DoD standard and unique
wholesale supply chain systems program matters.
5. Development of Self and Organization: Maintains current knowledge of supply chain events, technology, and organizational policies and procedures that affect current responsibilities.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes providing center level policy, procedures, guidance, and systems relating to requirements determination and execution, inventory tracking and reporting, asset cataloging, provisioning, stock control and distribution. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1) In-depth knowledge of AFSC/AFMC, Air Force, DoD, Defense Logistics Agency (DLA) wholesale and retail inventory management processes and overall supply chain, to include transportation.
2) Knowledge of the structure, interfaces, procedures, and uses of automated supply systems and databases, and their relationship to DoD, Air Force and command policies and procedures.
3) Expert knowledge of AF Stock Control System, D035 suite.
4) Knowledge of AF Distribution Standard System for management of NWRM.
5) Knowledge of goals, resources, objectives, organizations, functions, and sources pertinent to the programs and organizations studied or served, and related customers, functions, resources and users.
6) Ability to meet and deal with internal and external customers using a high level of tact and diplomacy.
7) Ability to recognize and analyze problems, conduct research, and develop timely and economical solutions.
8) Ability to originate new ideas, studies, methodologies, and to plan and execute complex, multi-faceted projects.
9) Ability to develop, prepare, coordinate, staff, influence, and implement inventory management policies, procedures, programs and directives.
10) Ability to communicate effectively, both orally and in writing, at senior officer/executive level.
11) Knowledge of safety and security regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
