This position is located in the Commander, Navy Region Mid-Atlantic, Fleet and Family Readiness Support Services office, Facilities department. The purpose of the position is to construct, renovate, maintain and repair facilities in support of the assigned activity.
Duties
The incumbent is responsible for a variety of semi-skilled and skilled tasks related to the operation and maintenance of facilities.
Performs work in at least two of the following trades in the maintenance and repair of grounds, exterior structures, buildings and related fixtures and utilities from initial layout to completion:
Plumbing: Installs, modifies and repairs new and existing utility, supply and disposal systems and equipment such as sewage, water, oil and gas distribution systems, water closets, tubs, fire sprinkler systems and showers. Works from building plans, blueprints and sketches.
Heating, Ventilation and Air Conditioning (HVAC): Recognizes the cause of faulty equipment and assists making repairs on a variety of HVAC units. Incumbent traces and locates defects to determine the type and extent of repair needed and they plan the work, select the proper tools/testing devices and accomplish repairs according to accepted trade practices.
Electrical: Electrical crew is consulted for unusual or complex electrical work. Repairs are accomplished by removing, replacing, tightening, splicing, soldering and insulating defective wiring, controls, equipment, and fixtures. May install or repair electrical systems incident to he construction or maintenance of a facility.
Carpentry: Uses skilled techniques to construct, install, repair and modify wood and wood substitute structures and items requiring close tolerance fit and structural soundness. Assembles items using a variety of joining techniques and are skilled in the operation of general and precision carpentry and wood working equipment and are able to produce finished products with precise fits, accurate dimensions and acceptable appearance.
Painting: Performs special coating methods such as marbling and graining using coating materials prepared in special as well as common ways and by applying coating techniques that ensure surfaces have a smooth-textured and decorative appearance and meet thickness and level requirements.
Masonry: Lays out work for repair, alteration or construction of exterior and interior surfaces and structures built of brick, block, glass block, terra cotta, stone and various artificial and natural stone. Cuts and shapes materials used for constructing and repairing window and door openings and corners. Ensures courses are laid evenly and that completed work blends with existing brickwork.
Observes required safety, sanitation and hazardous waste disposal rules and regulations. Operates vehicle to transport tools and materials to work site.
Performs other related duties as assigned.

- Must possess and maintain a valid state driver's license as travel to assigned work sites is required in the performance of duties.
- Employee is required to have, or obtain within 6 months after job appointment, the required state and Federal government licenses and certifications needed to perform the job requirements.
- This position requires travel to other bases within the CNRMA region or CNIC enterprise. Travel could be up to 50% of the time depending on projects and workload.
- Moderate physical effort is required in the frequent handling of objects weighing up to 20 pounds and the occasional handling of objects weighing over 45 pounds unassisted, heavier items are lifted with assistance.
Qualifications

A qualified candidate possess the following:
A minimum two years documented general experience, with one year documented specialized experience in the applicable combination of trades noted herein sufficient to perform the duties of the position.
Ability to read, write, and follow appropriate plans and specifications. Ability to communicate verbally and to perform all necessary math computations and measurements.
Plumbing Work: Knowledge of how various supply, disposal and utility systems and equipment are installed and operated. Knowledge to plan and lay out the installation and modification of various system and equipment; to interpret and apply building plane and blueprints; to use shop mathematics; and lay out such things as angles, arc and circles. Skill in the use of any of the accepted trade methods and techniques and in the use of tools and equipment.
Carpentry and Paint: Must be knowledgeable in shop mathematics and possess the skill to compute complex and exact projects with features such as arcs, tangents and circles. Must have the ability to read, interpret, and apply building plans, specifications, blueprints and sketches of all complexity. Must have the knowledge of the basic components of a structure and understand the purpose of the components as they relate to the complete structure so as to insure strength, support and fit of assemblies. Must be skilled in the use of a variety of hand and power shop tools of the carpentry trade to include set up and adjustment of tools to accomplish all tasks. Must be knowledgeable of safety measures when using tools and must possess the skill to maintain the tools to include sharpening saws, tools, and accessories. Must have knowledge of standard surface preparation and coating methods and techniques. Must have skill in the use of such tools and equipment as scrapers, wire brushes, putty knives, sandpaper, paint brushes, rollers, spray guns, etc.
Mason: Knowledge of the techniques and procedures of brick, block, and stonework. Has a basic knowledge of the techniques and procedures involved in laying brick, block, and stone in the construction and repair of walkways, veneer wails, and similarly uncomplicated structures. Has ability to use trowel, spirit levels, plumb bobs, air-hammers, and chisels in preparing work surfaces and accomplishing mason tasks. Knowledge of and ability to use the various hand and power tools associated with the occupation.
