This position is located in Region II, Division of Reactor Safety, Operations Branch 2.The supervisor is Matt Endress.This position is Bargaining Unit with the National Treasury Employees Union, Chapter 208.This position IS not subject to Confidential Financial Disclosure reporting requirements.This position IS not subject to security ownership restriction reporting requirements.
Duties
The successful candidate will perform the full range of the Emergency Preparedness Inspector duties.Such duties include but are not limited to:1. Conducting a range of inspections, such as: exercise scenario review, exercise evaluation, exercise evaluation coordination, hostile action exercise evaluation, and notification system testing, emergency response organization staffing and augmentation system, emergency action level and emergency plan changes, and maintenance of emergency preparedness.2. Preparing reports, or providing report input, of inspection findings to document whether the facility is being operated safely, the licensee’s management control program is effective, and regulatory requirements are being satisfied3. Responding to events and emergent conditions or situations, and assertions of improper performance (allegations) as necessary to effect review, monitoring and inspection of licensee performance.4. Participating in emergency preparedness drills and exercises as an NRC participant in order to maintain the emergency preparedness effectiveness of the agency.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.For GG-13: Generally, five+ years of post-bachelor's degree professional engineering or physical science experience or at least 3+ years of post-master's degree professional engineering or physical science experience, which includes at least one year of specialized experience equivalent to the GG-12 level. The ideal candidate will be able to demonstrate the following:1. Knowledge of the principles, theories, and practices of radiological emergency preparedness and emergency plan development, licensing, and inspection. 2. Ability to formulate and document sound technical judgements on the adequacy of emergency preparedness and emergency planning programs.3. Ability to evaluate activities and operational/emergency events at nuclear facilities, develop inspection or audit findings, and evaluate the adequacy of corrective actions. 4. Skill in clearly communicating technical information, inspection or examination findings, performance assessments, and program information, both orally and in writing, to licensees, applicants, and members of the public.SPECIALIZED EXPERIENCE is defined as work experience knowledge of the principles, practices, and theories of emergency preparedness inherent in licensee emergency preparedness programs and prepare reports of field drills and exercises testing emergency plans. Such experience must have provided you with the full range of knowledge, skills and abilities identified for what is considered an “Ideal Candidate” for this position.

Education
To qualify for this position, you must meet BOTH basic education/professional knowledge requirements that apply to Federal positions at all grade levels for either the 0801-General Engineering Series or the 1301-General Physical Sciences series AND the specialized experience requirements outlined above no later than 30 calendar days after the closing date of this announcement and before placement in the position.
GG-0801 (General Engineering Series):
Basic Requirements:
- Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
- Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by meeting additional OPM requirements.
0801 Professional Engineering Occupational Requirements
GG-1301 (General Physical Science Series):
Basic requirements:
- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR
- Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
