This position is located in the Division of Clinical Services with the Crownpoint Service Unit in Crownpoint, NM. The incumbent serves as the Nurse (Clinical Accountability and Metrics), providing an advanced level of competence in nursing involving direct nursing care and/or developing innovative nursing techniques, practices and approaches. Improve patient care through the use of automation tools such as the computerization of clinical information to improve the standard of patient care.

Duties

Serves as a specialist and integrator in the implementation, training and ongoing support of multi-service clinical software applications used in the hospital and clinic setting; uses the multi-service applications that support the Indian Health Service Electronic Health Record (EHR) and the Resource Patient Management System (RPMS) are defined as, but not limited to Patient Care Component (PCC), Meaningful Use (MU),Text-Integration Utility (TIU), Case management, Health Summary, and View Patient Record (VRP). Plans, develops, implements, coordinates, and evaluates the designated software programs. Analyzes and evaluates processes related to information flow and serves as a liaison between service lines. Establishes effective interpersonal relationships with all level personnel; promotes an atmosphere that encourages enthusiasm to user participation in clinical computing; creates a positive environment for reporting application and/or system deficiencies and suggestions for system improvements and enhanced functionality. Works with various departments in the refining and evaluation of existing health-related software modules and programs. Manages Meaningful Use (MU) activities to help to improve the quality, safety and efficiency of patient health care. Performs comprehensive professional nursing duties for the care of patients with a variety of injuries and illnesses in all age groups and their families who present with an unlimited range of health problems.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Individual Occupational Requirements: BASIC REQUIREMENT(S): Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. Basic Requirements for the GS-11 (or equivalent) Grade Level In addition to the above requirements, applicants must meet one of the following requirements: Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field; or At least one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program. You must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: I have 1 year of specialized experience that has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This specialized experience is related to the work of the position and equivalent to at least the GS-11 level in the Federal service as described in the vacancy announcement. Examples Include: Implementing, analyzing, coordinating and evaluating multi-service clinical software applications in a hospital or clinic setting; Evaluating, managing and developing solutions to program failures following implementation of software patches. Teaching and training end-users regarding clinical software applications. Experience coordinating services for patients with chronic conditions requiring a long-term plan of care. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
