Duties
This position is located in the Vocational Rehabilitation and Employment Services at the VBA Regional Office. The primary duties of this position include but are not limited to the following.
Specific duties include:
Provides direct support to the Vocational Rehabilitation & Employment (VR&E) division by carrying out essential technical, administrative and program support tasks for VR&E.
Serves as the initial administrative point of contact for Veterans applying for chapter 31 benefits and services. Primary point of contact for Veterans, family members, health professionals, etc. coming to VR&E for appoints or questions. Screens incoming calls and answers general telephone inquiries and provides information to Veterans, beneficiaries, other stations, and other service providers in a helpful manner. Provides technical and non-technical information and assistance to callers.
Resolves payment concerns including searches for missing checks and/or direct deposits. Requires knowledge of VA systems to include CWINRS, BDN, SHARE, etc. to locate information about authorization of funds and payment of the funds. Notifies Vocational Rehabilitation Counselor (VRC) if problem cannot be resolved.
Responsible for decision to disallow claims and notify Veterans of denial, reasons for the decision, and notification of appellate rights and procedures. Utilizing VA systems to process disallowance.
Monitors financial transactions to include Revolving Fund Loan (RFL) balance, Employment Assistance Allowance (EAA) payments, facility payments, and direct reimbursements. Assists in the coordination of payment related activities between the St. Paul RO and VR&E division. Reviews and verifies invoice authorizations for payment of tuition, fees, books, supplies, and contracted services rendered and direct reimbursements.
Sorts and date stamps mail received in VR&E and distributes to correct staff members and outbased location. Prepares files to ship for reviews to include National and local STAR reviews, SAO reviews, etc. Triage incoming CERs received at the station for VR&E Officer review including files for Rehab/Discon closures, SAOs, STAR, etc.
Serves as primary timekeeper for the division. Tracks Compensatory Travel Time manually. Assists with tracking balance and use of overtime.
Works closely with other departments within VBA to include the Veteran Service Center (VSC) and Support Services Division (SSD)/Finance. Identifies VSC issues and coordinates VSC actions such as adding dependents, indicator changes in SHARE, etc.
Prepares recurring reports for VR&E Officer signature. Maintains required statistics to prepare recurring reports. Maintains diary system and storage protocols for data retrieval.
Serves as the key division administrator for the VR&E Division. Ensures proper supplies provided and maintained for the main office, as well as out-based locations. Provides timely transfer of cases and materials, as well as, maintaining the leave calendars and appointment schedules for processional counselors and the VR&E Officer. Establishes CEST and maintains the CER folders and electronic case status, as well as establishing diaries on pertinent issues such as follow-ups, and WIPP issues, for all Vocational Rehabilitation activity.
Work Schedule: Full time, Monday through Friday (hours to be determined by hiring organization).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:03/01/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans).
For a GS-07 position you must have served 52 weeks at the GS-05 level.
If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-07 (or higher) and the promotion potential of your current position must be at least None.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. These requirements also apply to former Federal employees applying for reinstatement and those applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-07 Grade Level:
Specialized Experience: One (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is defined as experience in a human services or general office administration environment conducting the following tasks: alpha-numeric filing systems, completing telephone outreach, responding to telephone and written inquires; scheduling appointments, financial transactions, including account reconciliation; accurate computer data entry and appropriate customer and peer relationships/communication
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary. There is some reaching, bending, stooping in connection with filing and
activating office equipment. There may be some infrequent, periodic travel required, to obtain specific technical training pertinent to the GED and Voucher Processing activity, as well as some in house training to facilitate learning new information regarding technology.
