This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a Supervisory Facility Operations Specialist located at the Directorate of Public Works (DPW), Yakima, WA.
Duties
Plans and manages the repair and utilities program.
Coordinates requests for alterations, modifications, and new construction with the Garrison Master Plan to avoid duplication of facilities, interference with planned or existing facilities or conflict with environmental protection consideration.
Directs or conducts special studies to determine the installation's long-range facilities requirements including number and type of buildings, manpower, equipment, and funds.
Participates with the Program, Budget, and Manpower Division and other directorate personnel in preparing, justifying, and adjusting the directorate budget.
Delegates authority to subordinate supervisors and holds them accountable for the performance of their organizational element.
Establishes workload priorities and initiates assignments based on the difficulty, complexity, type of work, and employee capabilities.

Specialized Experience: One year of specialized experience which includes providing oversight of onsite construction activities; administering contracts; participating in architectural and engineering planning and design, including space installation management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
