This position is a Budget Technician, GS- 0561-5/6 working in Portland, OR for the R1-Oregon Fish and Wildlife Office.

Duties
As a Budget Technician your duties will include, but are not limited to, the following:
Data entry of financial transactions in the office's internal budget tracking system.
Reconciling the budget by using the Service's official federal financial system (Financial Business Management System - FBMS) reports which include the office management report, office transaction report, open items report, and payroll labor cost detail report.
Enters obligations and payments and prepares redistribution data sheets to correct errors in the system.
Reviews station's payments for completeness, accuracy, and appropriateness according to the principles of Federal Appropriation Law, Prompt Payment Debt Collection Act, and OMB/Service's Regulations/Policies.
In the absence of the supervisor, serves as a Certifying Officer for availability of funds prior to execution of the financial transactions.
Validates that expenditures are within the constraints of available project funds and applied to the correct appropriations.
Assists Supervisory Budget Analyst by compiling and reviewing budget transactions and estimates to assure that requested amounts are within anticipated parameters, and prepare all forms and documents required to assist in the office budget reporting.
Consolidates and arranges financial transactions and estimates in proper format by cost structure (sub activity), project number, office name, object class and line item for submission. Verifies all accounting data and balances are accurate.

Qualifications
Only experience and education obtained by 02/22/2024 will be considered.
In order to qualify for this position you must possess the Minimum Qualification.
Minimum Qualification [GS-05]
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-04 in the Federal service. Specialized experience includes: 1) using financial system(s) to input documents, produce reports, and access budgetary information; 2) processing and keeping track of budgetary transactions to identify budgetary information from different source documents such as vouchers, purchase orders, or contracts; 3) compiling cost data for salaries, utilities, travel; 4) transferring funds between accounts; and 5) making arithmetic computations. NOTE: To qualify under this option, your resume must contain sufficient detail to prove you have one year experience performing the duties. OR
Successfully completed 4 years above high school in any field, for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited college or university. Please NOTE: If you are using education to qualify, you must submit a copy of your college transcripts. OR
Possess a combination of education and specialized experience as described. Only education beyond the first 60 semester hours (i.e., beyond the second year) is creditable using this standard. Minimum Qualification [GS-06]
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-05 in the Federal service. Specialized experience includes: 1) extracting, compiling or summarizing numerical, statistical, financial or budgetary data in a variety of electronic systems; 2) monitoring and updating status of obligations or expenditures; 3) participating in preliminary budget estimates; and 4) advising staff on various budgetary/financial regulations or policies. NOTE: To qualify under this option, your resume must contain sufficient detail to prove you have one year experience performing the duties.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
