This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Program Executive Office Simulation, Training and Instrumentation's (PEO STRI) diverse and highly qualified workforce of more than 1,000 military, civilian and contracted personnel work closely with its industry, academia, and military.

Duties

Serves as the primary advisor to the PEO on all S/T and enterprise architecture matters within the PEO by providing administrative and policy guidance regarding technical missions and objectives. Develops and oversees the implementation of Enterprise-wide long range (3 - 10years) technology and architecture planning and development strategies. Provides oversight of programmatic technology and architecture requirements, and liaison with the Army, DoD, Industry and Academia Science (S/T) communities. Leads and coordinates analysis of product line reuse opportunities and oversight of program architecture strategies. Establishes and communicates to the engineering workforce, enterprise system and software architecture and engineering standards and best practices for implementation on PEO STRI’s acquisition programs. Supervises and leads a staff of engineers in the execution and oversight of system development and software architecture internal to the PEO and at the Army level. Serves as the PEO most senior Subject Matter Expert (SME) on enterprise architecture implementation. Exercises full authority to assign and allocate resources to support PEO STRI programs. Ensures accuracy and consistency in applying systems acquisition policies throughout the PEO organization. Initiates, develops and recommends approaches, policies and procedures to improve the efficiency and effectiveness of technology and EA practices within the PEO organization. Plans work to be accomplished by subordinates, setting priorities and scheduling completion, assigning work to subordinates based on priorities, evaluates work, gives advice, and counsels subordinates.

  • Back To Basics: Practitioner: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Engineering and Technical Management) certification within 60 months as of entrance on duty.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This is a Critical Acquisition Position (CAP). The Army Acquisition Executive (AAE) has identified this position to be an Army Acquisition Corps (AAC) critical position.
  • Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area. The exception is Program Management, which requires Practitioner or higher Career Level certification.
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • This position requires an Official Passport with no travel restrictions, or incumbent must be able to obtain a passport with no travel restrictions.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. **You must submit a copy of ALL your transcripts with this application package, which includes your bachelor's transcripts even if you have a Master's degree.** Basic Education Requirements (IOR): A. Possess a Bachelor's degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2)include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d)thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties);and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (Transcripts Required) OR B. Possess a combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by following: Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example: an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. (Transcripts Required) OR C. Possess a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by following: Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. (Transcripts Required) OR D. Possess a combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by following: Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A. (Transcripts Required) OR E. Possess a combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by following: Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive (You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and list their engineer credentials such as engineer education or professional certificates). In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below: Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: 1) Providing technical oversight for all system and software architecture development and reviews within the organization to ensure consistent implementation of practices; 2) Developing the implementation of Enterprise wide long range technology and architecture planning and development strategies; 3) Creating plans that impact the organization's long-range goals, objectives, and direction requiring analytical approaches to forecast future trends and outcomes for software engineering or architecture methodologies; 4) Conducting Industry market research to address technology insertion into programs. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or (GS-13) equivalent.
