Duties

Serving as a Law Enforcement Specialist (Behavioral Science Instructor) GS-1801-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. These positions are located in the First Responder Application of Behavioral Science Branch (RAB), Behavioral Science Division (BSD), Technical Training Operations Directorate (TTO), Office of the Associate Director for Training Operations (TOPS) of the Federal Law Enforcement Training Centers (FLETC) and located in Glynco, Georgia. The primary purpose of this position is to serve as a senior-level instructor, subject-matter expert, and program/course developer involved in planning and conducting classroom, laboratory, and/or field instruction sessions as part of the BSD training programs. Typical assignments include: Conducting training in advanced areas such as: Advanced Interviewing for Law Enforcement Investigators Training Program, Critical Communication Skills in Officer/Citizen Encounters Instructor Training Program, Application of Communication Skills Tailored to Specific Population, Contemporary Issues in Law Enforcement Communication, Practical Application of Investigative Elicitation, Law Enforcement Recognition and Management of Conflict Techniques, Foundational Principles of Law Enforcement First Response, Science-Based Principles of Law Enforcement Interviewing, Law Enforcement Officer Resilience Tools and Practical Application, Law Enforcement Recognition and Response to Individuals in Mental Health Crisis. Developing the long and short-range training plans and formulates appropriate financial operating plans and program procedures to ensure the training program meets the needs and interest of the organization serviced. Monitoring progress of students, documents results, and/or recommends remedial and corrective action to include additional training and changes in training and/or operational procedures and instructions. Providing senior level subject-matter expertise and addresses gaps in information when revising existing course/program material or developing new course/program material.

  • Rotation of 1801 Instructors. Subject to rotation to other programs and/or training sections in order to provide depth to the FLETC’s instructor cadre.
  • This position is subject to Lautenberg Amendment. Persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
  • Required to undergo initial and random drug testing for illegal drug use. Employment is contingent upon favorable results.
  • This position is eligible for situational-only telework based on agency policy.

  • Must be able to obtain and maintain FLETC Law Enforcement Instructor certification within 12 months of employment.

Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws; -OR- B. Have held a federal civilian position in the 1801 occupational series. -AND- Specialized Experience: You qualify for the GS-13 grade level if you possess at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the Federal service, or equivalent experience in the private or public sector performing: Law enforcement investigations and two of the following: interviewing/interrogating suspects, witnesses, and victims; and/or detecting deception; and/or credibility assessment/source validation; and/or statement documentation and analysis; and/or conflict/critical incident stress management. OR Researching, developing, modifying, and instructing law enforcement training curriculum in the behavioral sciences topical area. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. Note: Secondary Administrative Law Enforcement Officer retirement coverage is being offered for this position. Transfer Requirement for CSRS: To be eligible for secondary coverage, an employee must: - Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND - Be continuously employed in a secondary position since moving from a primary position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause) and/or voluntary breaks in service that began prior to January 20, 1988. Transfer Requirement for FERS: To be eligible for secondary coverage, an employee must: - Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND - Have completed 3 years of service in a primary position, including any such service during which no FERS deductions were withheld; AND - Be continuously employed in a secondary position since moving from a rigorous position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause).
