The Physician (Associate Chief of Staff-Specialty Medicine) serves as Clinical Service Chief of Specialty Medicine and is responsible for administrative and clinical management and operation of Specialty Medicine personnel and programs and achieving and maintaining facility adherence to VHA standards, state licensing standards, VA-OIG expectations as well as those of accrediting agencies such as The Joint Commission (TJC).

The Chief of Specialty Medicine has responsibility for the effective and efficient management of all Specialty Medicine services in the VA Central Ohio Healthcare System. Major duties include, but are not limited to:
Program Management Responsibilities
Exercises administrative, programmatic, clinical, and academic oversight of all Specialty Medicine programs to ensure delivery of quality services
Directs patient care needs assessments; identifies gaps in services and supports strategic planning and program development to meet those needs. Within the local planning process, develops short- and long-term goals and objectives for the provision of Specialty Care
Develops and implements appropriate policies, procedures, plans, and professional standards that guide and support all Specialty Medicine programs
Develops program review and evaluation to ensure that the access, quality of care, customer service/patient satisfaction, and utilization management/efficiency dimensions of care are continuously evaluated and improved
Ensures that there is compliance with all functions and standards of accreditation entities such as The
Joint Commission (TJC)
Ensures that programs, processes, and procedures are in place to meet VHA Performance Measures and
Monitors. Develops and proposes systems for assessing and monitoring outcomes and to improve clinical
practices through outcome data. Uses chart reviews and data analytic methods to solve performance
problems and to improve performance
Coordinates and integrates interdepartmental and intradepartmental services
Actively promotes and effectively manages a culturally diverse workforce which embraces the values
and needs of all individuals. This must be accomplished through long-term commitment, strategic and
business planning, education, and experience which broadens the mindset and by fully managing human
resources
Clinical Responsibilities
Maintains full clinical privileges as a member of the Medical Staff
Provides a full range of Specialty Care and consultation as outlined by clinical privileges.
Provides clinical consultation to various disciplines and levels of training.
Provisions for Emergency Care: Ensures that appropriately trained and credentialed medical staff
members are available to provide emergency services to patients in life threatening situations. Maintains
current certification in Basic Life Support (BLS)
Supervisory Responsibilities
Coordinates and provides (directly and/or through subordinate supervisors) clinical oversight of all clinical providers and staff who provide or support the provision of Specialty Care in the VA Central Ohio Healthcare System
Coordinates and monitors clinical training and development of Specialty Medicine staff and those who support provision of Specialty Care
Recruits, trains, supervises, and retains well-trained, highly skilled, and compassionate staff to provide Specialty Medicine services
Academic/Teaching/Training Responsibilities
Oversees, develops, coordinates, and evaluates academic/trainee programs
Involved in the training of trainees, as appropriate
Provides leadership, guidance, and consultation on staff education and development
Orients, teaches, and serves as a consultant to other VA Central Ohio Healthcare staff
Research/Program Evaluation Responsibilities
Encourages and supports appropriate clinical research
Initiates and completes appropriate studies as per protocols and/or collaborates with others performing research
Reviews protocol submissions to the VA's Institutional Review Board as requested
Other Significant Responsibilities
Serves as a member of key facility managerial bodies
Serves on the Medical Executive Board and other ad hoc committees
Serves on VISN 10 committees as assigned
Serves on national VA committees as assigned
As requested, serves as Acting Chief of Staff during the absence of the Chief of Staff and as a member of the Executive Leadership of the Medical Staff.
Work Schedule: M-F8:00am- 4:30pm
Qualifications
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
[(2) Those approved by the American Osteopathic Association (AOA),OR
(3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.
Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.
Proficiency in spoken and written English.

Physical Requirements: Candidates must successfully complete a pre-employment physical. Position requires walking, standing, reading typewritten material without strain, ability to hear conversational voice, emotional and mental stability, and working closely with others. Incumbent may be exposed to blood and body fluids. Must be able to physically respond when needed by prompt appearance at required location. Physical activity includes sitting, standing (up to 4 hours), walking (up to 2 hours), bending and reaching.
Education
Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
- Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
- Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
- For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
